Job description
Description We have a new leadership opportunity at the DuPage County Health Department. As an Assistant Director of Healthcare Informatics, you will be responsible for providing technology leadership within the agency to drive excellence, efficiency, and return on investment associated with clinical user applications, data solutions, and healthcare business intelligence. We are looking for someone who will be able to provide a high-level of resource management, the ability to establish strategic departmental visions and roadmaps and to maintain ultimate accountability for the optimization and financial return of critical departmental assets including the Electronic Health Record (EHR) and core clinical operating systems.
This position serves as the high-level technology leader and in-house informatics expert who bridges the gap between technical infrastructure and clinical excellence by aligning operations with financial and compliance goals. The candidate selected for this role will receive directions from our Director of Business Operations or a designated executive leader. Must reside in Illinois.

This position is located at our Central Public Health Center in Wheaton, with a hybrid work schedule after training, Monday through Friday from 8:00 am to 4:30 pm. *Salary is based on experience and may increase. Responsibilities Provides executive technology leadership within the agency to drive excellence and efficiency associated with clinical user applications, data solutions, and business intelligence.
Sets the long-term strategic vision, direction, and target architecture for the agency's EHR and closely adjacent business intelligence systems. Leads complex initiatives to optimize EHR operations and ensures the department realizes the full value and return on investment (ROI) of its critical technology assets. Directly manages, supervises, and provides leadership to the Systems Administrator and the Healthcare Informatics Analyst staff.
Plans the comprehensive clinical business application architecture roadmap and coordinates agency-wide implementation; establishes protocols, policies, and performance goals as the service owner for digital healthcare technology, clinical business intelligence, and solutions development. Manages departmental resources including staffing allocations, budgets, and technology deployments to align with strategic initiatives; collaborates with clinical and programmatic leadership outside of IT to ensure technical tools reduce computer fatigue and actively improve point-of-care workflows. Develops detailed Statements of Work (SOWs) for development projects and manages strategic vendor and service contracts for SaaS healthcare platforms and clinical applications.
Monitors and manages service agreements to maximize asset utility and financial efficiency. Ensures all system architectures, workflows, and data handling protocols adhere strictly to HIPAA and other regulatory standards to protect patient privacy. Serves as a member of the agency leadership team and provides general supervision, guidance, and strategic risk management to the team; demonstrates independent judgment and discretion in making position-related decisions.
Participates in emergency response activities as assigned; maintains required training, licensure, and/or certification. Maintains confidentiality of privileged information and adheres to patient privacy laws. Demonstrates sensitivity and understanding of other ethnic groups and cultures.
Available to respond to clients and/or customers, either in person or over the phone, during assigned business hours and/or clinic times. Requirements Completion of a Bachelor's degree in Health Informatics, Computer Science, Data Analytics, or a closely related field required (Master's degree preferred); and a minimum of five years of experience as a project lead or manager in an enterprise IT or healthcare informatics environment, which must include 3 years of experience in a healthcare setting, and directly supervising technical, analytical, or managerial staff; or an equivalent combination of training and experience. Supplemental Information Expert knowledge of advanced health informatics frameworks, health information systems, clinical decision support tools, and emerging technological trends; considerable knowledge of SaaS and web application architecture, APIs, cloud concepts, identity systems, and enterprise data warehouse concepts; considerable knowledge of SQL, data modeling, database schemas, and ETL tools; comprehensive knowledge of low-code/no-code platforms, scripting automation, and solution development principles applied to healthcare environments; considerable knowledge of IT management frameworks such as ITIL, COBIT-19, and ArchiMate.
Exceptional skills in high-level leadership, resource management, strategic thinking, visionary roadmap development, and fiscal accountability for critical data assets; expert skill in corporate compliance, risk management, and Revenue Cycle Management (RCM) technology to align data capabilities with financial sustainability and ROI goals; working skill in explaining highly technical software configurations, system limitations, and data analytics to non-technical clinical staff and executive leadership in plain language; strong skills in building positive, respectful, and professional relationships with internal and external stakeholders, managing technical and clinical teams, and supporting cross-functional collaboration; supports, adapts, or delivers services in a manner which ensures understanding and inclusion of diverse client populations.
