Absolute Business Solutions Corp (ABSC) is seeking a highly experienced Contracts Management Analyst (Level III) to support PEO IEW&S programs at Aberdeen Proving Ground (APG), MD. This senior-level role provides strategic contracting and acquisition support to Program Managers (PMs) and Product Managers (PdMs), with a focus on complex DoD acquisition programs, including ACAT-level efforts.
The ideal candidate will bring deep expertise in federal contracting, acquisition strategy, and program lifecycle support, serving as a key liaison between government stakeholders and the Army Contracting Command (ACC).
Key Responsibilities
  • Provide advanced contracting expertise to PEO IEW&S PMs and PdMs across acquisition efforts
  • Support development and execution of Acquisition Requirement Packages (ARPs) and contract strategies
  • Analyze and report on Acquisition Lead Time (ALT) metrics and procurement performance
  • Maintain and manage data within the Procurement Portfolio Management Tool (PPMT)
  • Assist in establishing and tracking contract milestones in coordination with requiring activities and ACC
  • Demonstrate experience supporting DoD 5000 acquisition processes, including ACAT programs
  • Coordinate and deliver contracting training and in-house seminars to program management staff
  • Support documentation development during Integrated Product Team (IPT) processes
  • Provide input and support for Program Status Reviews (PSRs) to PEO leadership
  • Attend and contribute to milestone reviews and programmatic decision points
  • Serve as a primary liaison between PMs/PdMs and ACC to facilitate contract execution
  • Conduct risk analysis on contracting milestones and acquisition strategies
  • Provide subject matter expertise on impacts of new contracting regulations, policies, and guidance

Required Qualifications
  • Bachelor's degree in Business or related field
  • Minimum of 10 years of experience in contracting or acquisition support
  • DAU Contracting Level II Certification (or industry equivalent)
  • Demonstrated experience supporting DoD 5000 acquisition programs, including ACAT-level efforts
  • Strong understanding of federal acquisition regulations and lifecycle processes
  • Experience working with Army or DoD contracting organizations (e.g., ACC)
  • Excellent analytical, communication, and stakeholder coordination skills
  • Ability to operate effectively in a fast-paced, mission-focused environment

Preferred Qualifications
  • Experience supporting PEO IEW&S or similar Army acquisition organizations
  • Familiarity with tools such as PPMT, ETMS2, or similar systems
  • Experience with acquisition strategy development and milestone planning
  • Prior involvement in high-visibility or congressional-level reporting efforts

Salary is commensurate with experience. An approximate salary range for this requisition is: $150-194k.
