Description Hiring Range: The hiring range for this position is $95,842.26 - $105,426.18 per year, depending on skills and qualifications. Work Schedule: Generally, Monday-Friday, 7 a.m.-4 p.m.; 40 hours or more per week; may work evenings, weekends, and holidays as determined by the needs of the Town and for problem resolution. NATURE OF WORK The role of Pavement Management Engineer embodies a unique blend of leadership and specialized expertise, empowering individuals to make impactful decisions that enhance pavement management and elevate roadway design

This role is responsible for planning, designing, developing, directing, and managing operations and maintenance activities for pavement preservation, roadway rehabilitation, and reconstruction projects. The Pavement Management Engineer will oversee the execution of critical and complex capital improvement projects encompassing a diverse array of the Town's asphalt, concrete, and gravel roads, streets, alleyways, parking lots, concrete sidewalks, Trails, Medians, ADA-compliant ramps, curbs, gutters, flow plans, storm drainage systems, pavement markings, and traffic control devices. This encompasses the management of approximately 273 centerline miles of roadway.

This position entails supervising one construction inspector and managing contractor activities, in collaboration with consultants dedicated to the successful execution of vital, complex capital improvement infrastructure upgrade projects. This position plays a crucial role in shaping the future through effective budgeting, strategic capital planning, and diligent contracting, all while ensuring regulatory compliance. It is a gateway to overseeing impactful construction projects and managing Right-of-Way repair permits within the town's permitting system.

SUPERVISION RECEIVED The individual in the Pavement Management Engineer role works under the direct supervision of the Director of Public Works to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive: This position functions as the leader of the Town's Pavement Management Program and is responsible for planning, coordinating, and directing the activities and expenditures to ensure that the work is performed according to appropriate guidelines, policies, and regulations. Ensures maintenance plans are completed within prescribed timeframes and service levels. Professional civil engineering position responsible for pavement management, roadway preservation, transportation infrastructure planning, design, construction oversight, and asset management programs.

This position functions as the leader of the Town's Pavement Management Program and manages pavement budgets and life-cycle cost analyses for Asphalt overlays, Mill and overlay, Crack Sealing, Roadway Seals, Misc Small Asphalt Patching, Full-Depth Asphalt Repairs, Concrete Replacement of Sidewalks, Trails, Medians, ADA-Compliant Ramps, Curbs, Gutters, Flow Plans, etc. Concrete Grinding, Storm Drainage Systems, Pavement Markings, Guardrail Replacement, Traffic Control Devices, and Gravel Road and Alleyway Maintenance and Shoulder Maintenance. Responsible for overseeing and managing the operation of pavement patching of damaged streets and roads in areas described as deficiencies in the pavement, such as moderate to severe potholes, rutting, extensive settling, and cracking, along with water break areas; by spreading hot and cold asphalt and doing handwork with hot and cold asphalt.

Responsible for overseeing and managing the operation of painting/pavement markings layout, installing, repairing, and removing traffic and pedestrian lane markings such as stop bars, crosswalks, onlys, turn arrows, bike lane & handicap symbols, parking lot stalls, and line markings, etc. Also, operate and maintain painting equipment. Conduct annual evaluations of pavement conditions utilizing the Pavement Condition Index (PCI) or comparable pavement management systems.

This process aims to facilitate the prioritization of maintenance activities, inform budgeting decisions, and guide capital improvement planning. Research new materials and techniques and monitor current developments in pavement management to ensure standard pavement management practices are used. Conduct a comprehensive review and execute roadway design in accordance with ADA compliance, as well as the standards set forth by the Manual on Uniform Traffic Control Devices (MUTCD), the American Association of State Highway and Transportation Officials (AASHTO), the Colorado Department of Transportation (CDOT), and municipal regulations.

The responsibilities include the preparation of bid documents, specifications, cost estimates, and the management of the bidding process. This encompasses the documentation for construction contracts and coordination with contractors. Key tasks involve issuing notices of award, performance bonds, payment bonds, and notices to proceed, as well as managing submittals, requests for information (RFIs), pay applications, change orders, and the processes pertaining to substantial completion and final acceptance for all Pavement Management Projects.

Responsible for overseeing and managing construction inspection activities related to the Town's pavement management projects, in addition to supervising the Public Works Construction Inspector. Develop, implement, and monitor budget, goals, and objectives; Conduct research and make recommendations to the Director of Public Works concerning decisions and commitments involving large expenditures with significant impact not only on the town organization but also on the community as a whole; develop and manage assigned staff in a fiscally responsible manner. Reviews and manages all Right-of-Way repair permits in the Town's permitting system, including evaluation of traffic control plans, site plans, and compliance with MUTCD and Town Street Standards, verification of required bonds, and oversight of field activities such as potholing and restoration of pavement, sidewalks, alleys, and related infrastructure.

Serves as a resource for the division; provides administrative and technical staff assistance to the sector. Coordinates services, planning, and work with other divisions, departments, governmental agencies, and community agencies/organizations, such as Windsor RE4 School District, Windsor Police, Windsor/Severance Fire/Ambulance, Ditch/Irrigation Companies, CDOT, Weld & Larimer Counties, Railroad, Water/Sanitary/Storm Districts, Adjacent Utilities (Electric, Gas, Non-potable, Fiber, Communications, Petroleum), Homeowner Associations, XCEL Energy, and Poudre Valley REA. Responds to citizens' requests for critical and complex capital improvement projects such as, but not limited to, pavement management, roadway rehabilitation, pavement preservation, utility replacements, drainage enhancements, and infrastructure upgrades within the Town of Windsor within 48 hours.

These projects encompass a diverse array of assets, including roadways, alleyways, parking lots, bridges, culverts, concrete curbs, gutters, and sidewalks, in addition to ADA ramps, storm drainage systems, traffic control devices, and pavement markings. Answers questions and provides information to the public. Investigates concerns or complaints and recommends necessary action to resolve issues.

Responds respectfully and professionally to citizens' complaints and inquiries. Communicates clearly and appropriately with the public (using good customer service and problem-solving skills) and in various other forums (reports, memos, meetings with contractors, developers, and board meetings). Make presentations and recommendations to the Director of Public Works, Town Manager, Town Board, staff, citizen advisory groups, community organizations, etc.

Review proposed ordinances, regulations, plans, specifications, sketches, notes, prints, and technical reports related to projects and activities for content, accuracy, and feasibility; requisition materials and supplies; maintain a detailed record system by collecting, assembling, and analyzing data, and preparing periodic reports. Advanced knowledge of infrastructure construction materials and methods, and able to effectively communicate with construction personnel and manage projects. Engineering design and/or management of town infrastructure projects, including accurate record keeping and compliance with rules and regulations of outside funding agencies, if applicable.

Responsible for engineering quality control involving all components of the department's complex engineering programs; monitors, evaluates, and modifies existing department engineering programs, systems, and processes for optimum efficiency, changes objectives, and participates in strategic planning activities. Directs oversight of related CIP projects and prepares and implements the Division's CIP-associated projects by making work and budget recommendations, reviewing plans, estimating time, material, and costs, providing technical input, and assisting the Engineering staff as directed. Identifies the department's engineering needs by initiating analytical studies to improve operating efficiency and meet city, federal, and state regulatory mandates.

Accurately analyzes data from different surveys and reports (i.e. traffic studies, parking, grading certificates) to make recommendations (reports) for action or inaction or direction as requested. Manage special/complex projects as assigned (i.e., Pavement Management, State and Federal Grants Applications, Plan, etc.), which includes all tracking, record keeping, recommendations, and administration

Prepare, analyze, and present budgets while monitoring costs, efficiencies, and controls to ensure alignment with the objectives of both the Town and the Department. Develop comprehensive work schedules for complex projects, formulate budgets, and coordinate the activities of project teams effectively. Prepare and/or review proposals, contracts, cost estimates, intergovernmental agreements, and related documents.

Supervise and evaluate the performance of assigned staff directly and indirectly. Interview, select, and hire employees and oversee disciplinary actions in a coordinated approach with the Director of Public Works and Human Resources as appropriate. Review designs submitted by private developers and/or technical consultants for compliance with the town's approved standards, generally accepted engineering standards, and previously approved subdivision grading plans.

Conducts site inspections. Monitors and ensures compliance with the approved engineering plans and specifications on assigned projects. Responsible for coordinating the resolution of conflicts when the construction plans are not in accordance with the criteria or existing field conditions.

Prepare and/or review proposals, contracts, cost estimates, intergovernmental agreements, and related documents. Ensure the completion of daily work progress inputs into the asset management software program Cartegraph/OpenGov, and ensure this data is used to compile reports and maps needed by the Public Works Department. Collect, monitor, and analyze Division levels of service to ensure efficiency and effectiveness; create action plans for improvement as needed.

Oversee the development and administration of safety & training programs for conformance with policies and laws; monitor training and work results, including evaluation of accidents, injuries, and claims. Identify and integrate new technologies into division and town operations. Plan, coordinate, and arrange for appropriate training of the assigned staff, and ensure that teams support and comply with, engage in, and understand applicable safety standards, best practices, and town/department safety regulations and expectations, engage in safe work practices, reporting, and addressing safety and risk matters appropriately and timely.

Communicate official plans, policies, and procedures to staff and the general public. Serves as a liaison and maintains contact with town employees, vendors, contractors, the public, and other departments, as well as state, local, and other public officials regarding town streets, traffic, and rights-of-way. Answers letters of inquiry and addresses public and civic organizations, which inform the public of policies, procedures, and the availability of facilities for public use.

This position is expected to exercise independent judgment and apply technical and professional skills in achieving work tasks. Performs related duties as established by law/ordinance or reasonably directed by the town. Ensures that all safety regulations and policies are understood.

OTHER DUTIES: Depending on organizational need, additional duties may include the following: The Pavement Management Engineer position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check. Skills in operating staff vehicles and pickup trucks as required for travel in this position. May participate in Town employee committees, special projects that are directly or indirectly related to essential job functions, or assignments as required.

Continues educational and certification requirements in order to remain abreast of current methods and procedures. Performs research as directed, such as discovering new technology or tools, market research, etc. Performs related duties as established by law/ordinance or reasonably directed by the town.
