MARKETING AND COMMUNICATIONS DIRECTOR

Department: CAO/MAYOR

Division: Marketing and Communications

Pay: GRADE 180: $105,942.59 - $153,616.76 Annual Salary

FLSA Status: Exempt, Non-Merit, Full-Time, Eligible for Benefits


GENERAL PURPOSE

This position is responsible for the strategy, tactics, and programs to create interest, demand, and recognition for Ogden City and its offerings through public relations, marketing of products and services, advertising, strategic relationship-building, event marketing, and online marketing to maximize the breadth of message distribution. Receives directions from the Chief of Staff/City Mayor. Provides directions to lower-level staff within the division.

ESSENTIAL JOB FUNCTIONS

  • Plan, develop, implement, and control marketing and communications strategies by liaising with various departments and personnel, as well as community partners and stakeholders.
  • Serve as a visible point of contact for media outlets. Arrange for content experts to appear in person interviews while protecting the integrity of news stories. Maintain oversight of social media conversations that may impact the reputation of the city, its administration, and its elected officials.
  • Responsible for creation and/or review of all press releases published by City Administration.
  • Design and produce a full range of public relations products to deliver a consistent and cohesive message from City Administration.
  • Be the gatekeeper of informational and promotional pieces from various sources throughout the city; be the overall voice of the city by editing and approving content before publishing.
  • Draft, edit, and produce appropriate messages, stories, articles, graphics, and photographic images to deliver to a myriad of media content for public digest.
  • Oversee, plan, and coordinate the production of newsletters, press releases, website pages, social media postings, event calendars, proposals, reports, posters, brochures, and various other special projects as assigned.
  • Leverage expertise in copywriting, graphic design, photography, technology, trends, consumer patterns, public and employee relations, advertising, statistics and analysis, strategic planning, competitive strategies, team management, and presentation skills.
  • Develop project scopes, set timelines and deadlines, and coordinate assignments with various internal divisions, the media, and the public to bring projects through the full production cycle.
  • Prioritize weekly, monthly, and annual marketing and communications efforts regarding special events, business development, city policies, public safety, recreation, public notices, city services, construction and development, and other categories as assigned.
  • Supervise personnel to fulfill the overall responsibilities of the marketing and communication group.
  • Act as Public Information Officer in the Emergency Operations Center. Fills the role as Emergency Support Function (ESF) 15. PIO is responsible for accurate and timely public updates during crisis communications across all tactics, including broadcast media, website, bulletins, social media, mass communications, and other relevant opportunities.
  • Establish and maintain healthy community relationships with partners and influencers to continually update the perception of Ogden City, its leadership, and the city itself as a very attractive venue for professionals, families, businesses, leisure, and any other opportunities that make Ogden a unique and sought-after choice among these audiences. Attend committee and board-level meetings with various organizations or departments that work towards placemaking and community improvement. Attend partner-sponsored community events.
  • Maintain current knowledge of the goals and activities of Ogden City Administration by attending Department & Directors meetings to convey supportive messaging publicly, as well as create messaging from the Mayor, CAO, and Executive Directors to be conveyed to City employees. Provide communication and public relations support for the Mayor and Administration when appropriate.
  • Attendance and participation in City committee meetings as assigned. Responsible for the management of the Website Committee.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position. EDUCATION AND EXPERIENCE REQUIREMENTS

  • At least four years of related work experience with demonstrated experience in public relations, public participation, written and oral communication, government, media, and press relations.
  • Computer experience using PC applications such as Microsoft Office (Word, PowerPoint, Excel, Access); Adobe Creative Cloud (InDesign, Photoshop, Illustrator).
  • Experience with Internet website creation and maintenance.
  • Bachelor's Degree in Communications, Public Relations, or a related field.
  • An equivalent combination of the above-stated work experience and education is acceptable.

SPECIAL REQUIREMENTS

  • Possession of, or ability to obtain, an appropriate, valid Utah driver's license.
  • Employees will be required to complete NIMS IS100, IS200, IS700, IS800, IS701, IS702, IS703, IS704, IS775, IS250a, G-290, G-291, E-388, and IEMC course(s); Position-specific ICS courses based on assignment within two years of hire.
