Some churches have several Pastors on staff who oversee specific areas of responsibility, while others have only one.

What are the key skills and qualifications needed to thrive as a pastor, and why are they important?

To thrive as a Pastor, you need a strong foundation in theology, biblical studies, and pastoral care, typically backed by a divinity degree or seminary training. Familiarity with church management software, online communication platforms, and sometimes ordination credentials are commonly required. Compassion, leadership, active listening, and strong interpersonal communication are vital soft skills for building trust and guiding congregations. These skills and qualities are essential for providing spiritual leadership, supporting community members, and effectively managing church operations.

Pastors often find themselves balancing the spiritual needs of their congregation with various administrative tasks, such as managing church budgets, supervising staff, and coordinating events. This dual responsibility can be challenging, as it requires strong organizational skills in addition to pastoral care abilities. Many pastors address this by delegating administrative duties to trusted staff or volunteers, allowing them to focus more on teaching, counseling, and community outreach. Effective communication and time management are essential for navigating these overlapping demands and maintaining a healthy work-life balance.

Job description

The Outreach Director exists to help CityHope Church take the hope of Jesus beyond the walls of the church and into our local communities.

This role provides vision, leadership, organization, and execution for CityHope's local outreach efforts by creating meaningful opportunities for people to serve, developing strong relationships with community partners, and mobilizing the church to meet practical needs while pointing people toward Jesus.

The goal is not simply to organize outreach events, but to develop a culture where serving our community becomes part of who we are as a church.

Reports To: Missions Pastor

Primary Responsibilities

1. Lead CityHope's Local Outreach Strategy

Develop and oversee a clear strategy for how CityHope engages and serves our surrounding communities.

This includes:

  • Identifying meaningful needs within the community
  • Developing outreach opportunities that align with CityHope's mission and values
  • Creating both churchwide and smaller ongoing opportunities to serve
  • Helping each CityHope campus maintain a consistent presence within its surrounding community
  • Evaluating existing outreach efforts and identifying opportunities for growth

2. Build Community Partnerships

Develop strong, healthy relationships with organizations and leaders already serving our communities.

Potential partners may include:

  • Schools
  • First responders
  • Foster care organizations
  • Food ministries
  • Homeless ministries
  • Pregnancy resource centers
  • Local nonprofits
  • Government and community organizations
  • Churches and ministry partners

3. Maintain and Grow Adopted Communities

Provide ongoing leadership for CityHope's Adopted Communities by ensuring these relationships remain active, healthy, and intentional.

This includes:

  • Maintaining consistent communication with leaders and partners in each Adopted Community
  • Identifying practical and relational needs within those communities
  • Developing regular opportunities for CityHope teams to serve
  • Building long term relationships rather than relying only on one time events
  • Recruiting and developing leaders who can take ownership of specific Adopted Communities
  • Evaluating the health and effectiveness of each partnership
  • Identifying new communities where CityHope can build a meaningful long term presence

4. Mobilize CityHope to Serve

Create clear pathways for people at CityHope to move from simply attending church to actively serving their community.

Responsibilities include:

  • Recruiting volunteers
  • Communicating upcoming opportunities
  • Developing volunteer leaders
  • Creating simple registration and follow-up processes
  • Providing clear expectations and instructions for outreach teams
  • Helping families, groups, students, and individuals find appropriate ways to serve

5. Develop Outreach Leaders

Identify and empower people within CityHope who have a heart for specific areas of ministry.

Rather than personally leading every outreach initiative, the Outreach Director should develop leaders who can take ownership of ministries, partnerships, and Adopted Communities.

This includes:

  • Identifying potential leaders
  • Training and equipping them
  • Giving them meaningful responsibility
  • Providing ongoing encouragement and accountability
  • Developing systems that allow ministries to continue growing without depending entirely on staff leadership

6. Lead Strategic Outreach Events

Coordinate major opportunities throughout the year where CityHope can visibly and practically serve the community.

These may include:

  • Serve days
  • School partnerships
  • Holiday outreach
  • Community events
  • Disaster response
  • First responder appreciation
  • Food distributions
  • Foster family support
  • Neighborhood projects
  • Special community needs

Each event should have a clear purpose, strong organization, and a pathway toward ongoing relationships whenever possible.

7. Champion Outreach Throughout CityHope

Regularly communicate what God is doing through outreach.

This includes:

  • Gathering stories
  • Celebrating volunteers
  • Sharing ministry wins
  • Providing stories for weekend services and social media
  • Keeping staff informed about community needs and opportunities
  • Helping maintain outreach visibility throughout the year

8. Steward the Outreach Budget

Manage designated outreach resources with wisdom, accountability, and intentionality.

Responsibilities include:

  • Developing an annual outreach budget
  • Tracking spending
  • Evaluating financial requests
  • Maximizing the impact of available resources
  • Ensuring appropriate documentation and approval for expenditures

Measures of Success

Success in this position may be measured through:

  • Increased participation in local outreach
  • Number and health of community partnerships
  • Strength and consistency of CityHope's Adopted Communities
  • Growth in the number of healthy Adopted Communities
  • Number of active outreach leaders
  • Consistency of outreach opportunities throughout the year
  • Percentage of outreach initiatives led by volunteers rather than staff
  • Stories of people impacted through CityHope outreach
  • Effective stewardship of the outreach budget
  • Increased awareness within CityHope that local missions is part of every believer's calling

Ideal Candidate

  • Has a strong personal relationship with Jesus
  • Is aligned with the mission, vision, and values of CityHope Church
  • Loves people and genuinely enjoys building relationships
  • Has a heart for people outside the church
  • Is highly organized and able to manage multiple initiatives
  • Can recruit, inspire, and lead volunteers
  • Is comfortable developing relationships with community leaders and organizations
  • Can move easily between strategic planning and hands-on ministry
  • Is proactive and does not need to wait for opportunities to be presented
  • Communicates clearly and professionally
  • Works well as part of a ministry team
  • Develops leaders rather than trying to personally accomplish everything
  • Demonstrates wisdom, integrity, flexibility, and a servant's heart
