Job Summary:

The EVS Supervisor - Weekend Night Shift is a part-time frontline supervisory position responsible for directing, coordinating, and overseeing all Healthcare Environmental Services (EVS) operations performed during the Saturday and Sunday overnight shift at the NIH Clinical Center, Bethesda, MD. The Supervisor ensures that all housekeeping, cleaning, and disinfection activities are performed by assigned weekend night EVS staff in full compliance with NIH contractual requirements, The Joint Commission (TJC) Environment of Care standards, CDC infection prevention and control guidelines, OSHA regulations, NIH Division of Facilities Management (DFM) directives, and all applicable federal, state, and local requirements. Because weekend overnight operations are conducted with minimal management, administrative, and NIH staff presence, this position serves as the senior on-site EVS representative for the assigned weekend night shift: directly leading EVS technicians and aides, assigning and monitoring work assignments, conducting shift rounds, overseeing scheduled night project and floor care work, enforcing performance and conduct standards, exercising independent judgment within delegated authority, and serving as the first point of escalation between frontline EVS staff and the on-call Assistant Executive Housekeeper or Executive Housekeeper on all operational matters.

Work Schedule: Part-time, weekend night shift only - Saturday and Sunday, approximately 10:00 p.m. - 6:30 a.m. (16 scheduled hours per week); shifts begin Saturday and Sunday evening and end the following morning. Exact shift start and stop times are established by the approved NIH contract staffing schedule. Night shift differential is applied per the applicable SCA Wage Determination and Teya compensation policy. Coverage is required on weekends that fall on or adjacent to federal holidays, and during NIH contingency, weather, and emergency operations.

Duties and Responsibilities:

Workforce Direction and Daily Operations

• Directs and coordinates the daily work activities of assigned EVS Housekeeping Aides, Floor Care Technicians, and Linen Distribution Aides within the designated NIH Clinical Center section or shift; assigns work zones, tasks, and priorities in accordance with the approved staffing schedule and NIH contract requirements.

• Conducts daily rounds of all assigned areas to verify that EVS cleaning and disinfection tasks are being performed correctly, on schedule, and in accordance with NIH-specified service level standards, TJC Environment of Care requirements, and CDC infection prevention protocols; documents deficiencies and takes immediate corrective action.

• Monitors productivity of assigned EVS staff against AHE (Association for the Healthcare Environment) productivity standards and NIH contract QASP thresholds; identifies performance gaps and initiates corrective measures in coordination with the Assistant Executive Housekeeper.

• Manages daily attendance, call-outs, and shift coverage for assigned staff; adjusts assignments to ensure all critical areas including patient care units, isolation rooms, operating suites, and high-traffic public areas receive timely and complete service; escalates unresolved coverage gaps to the AEH or EH promptly.

• Responds to urgent and emergency cleaning requests from NIH clinical staff, charge nurses, and facility management, including isolation room setup and terminal cleaning activation, blood and body fluid spill response, and patient discharge/transfer cleaning; ensures response times comply with NIH contract requirements.

• Serves as the senior on-site EVS representative during the assigned weekend night shift; makes independent operational decisions within delegated authority when no Assistant Executive Housekeeper or Executive Housekeeper is on site, and contacts the designated on-call manager immediately for staffing shortfalls, serious incidents, exposures, or NIH customer escalations.

• Directs overnight cleaning and disinfection of patient care units, isolation rooms, procedural and operating suites, and 24-hour service areas at reduced weekend night staffing levels; ensures discharge, transfer, and terminal cleaning requests are completed within NIH contract response times so beds are available for admissions at the start of day operations.

• Plans, assigns, and inspects scheduled weekend night project work - including floor stripping, scrubbing and refinishing, burnishing, carpet extraction, high dusting, and deep cleaning of clinics, corridors, offices, and public areas that cannot be serviced during patient care hours; verifies all work areas are fully restored, dry, unobstructed, and returned to service before the start of the day shift.

• Enforces overnight access control, security, and quiet-hours requirements, including badge and key accountability, securing of storerooms, closets, carts, and chemicals, and compliance with NIH after-hours entry procedures for restricted, research, and patient care areas; reports security concerns and unsecured areas to NIH Police and Teya management immediately.

• Completes and transmits a written weekend night pass-down report at the end of each shift covering attendance and call-outs, completed and deferred work, project status, urgent requests, equipment failures, supply shortages, incidents, and open deficiencies; ensures the incoming day shift supervisory team receives accurate turnover information.

Infection Control and Regulatory Compliance

• Ensures all assigned EVS staff comply with NIH infection prevention protocols, CDC Transmission-Based Precaution procedures (Contact, Droplet, Airborne), and TJC Environment of Care standards; observes and corrects PPE use, room entry/exit procedures, and disinfection technique in real time.

• Verifies proper use, dilution, dwell time, and labeling compliance of all EPA-registered disinfectants, sporicidal agents, and regulated cleaning chemicals per SDS requirements and OSHA HazCom/GHS (29 CFR 1910.1200); ensures chemical storage, dispensing, and disposal practices meet NIH and regulatory requirements.

• Monitors adherence to OSHA Bloodborne Pathogen Standard (29 CFR 1910.1030) procedures for biohazard and regulated medical waste (RMW) handling; ensures all sharps injuries, exposures, and spill events are reported immediately and follow NIH and Teya incident reporting protocols.

• Coordinates with the NIH Infection Prevention and Control (IPC) team and NIH clinical charge staff regarding special precaution cleaning requirements, outbreak response procedures, and any facility-specific infection control directives affecting EVS operations.

Staff Development, Coaching, and Accountability

• Provides real-time coaching, instruction, and corrective feedback to EVS staff on proper cleaning technique, infection control compliance, equipment use, and professional conduct; escalates performance or conduct issues to the AEH in accordance with Teya's progressive discipline policy.

• Supports the Training Manager in delivering on-the-job orientation, skills demonstrations, and competency observations for newly assigned EVS personnel; verifies that new staff do not perform independent high-risk tasks until competency is confirmed.

• Participates in monthly in-service training sessions; ensures all assigned staff attend required training sessions and documents attendance per NIH contract requirements; relays updated procedural changes to frontline staff promptly following training or management communications.

• Contributes objective, performance-based input for the annual review process for assigned EVS staff; maintains daily observation notes and productivity records to support accurate and fair performance evaluations.

Documentation, Reporting, and NIH Liaison

• Maintains accurate daily shift logs, work assignment records, attendance and call-out documentation, equipment service reports, and any NIH-required cleaning verification records; ensures all documentation is completed legibly, on time, and in compliance with NIH contract deliverable requirements.

• Communicates professionally and promptly with NIH nursing, clinical, and facilities management staff regarding EVS service requests, schedule changes, area access issues, and special project coordination; maintains a cooperative and service-oriented working relationship with NIH personnel at all times.

• Attends required staff and department meetings; relays relevant operational information, policy updates, and NIH directives to assigned EVS personnel in a timely and accurate manner.

• Performs other duties as assigned by the Assistant Executive Housekeeper, Executive Housekeeper, or authorized Teya Support Services management.

General Requirements:

• Must have thorough knowledge of all EVS department policies, procedures, NIH contract requirements, and applicable regulatory standards including TJC, CDC, OSHA, and NIH DFM directives.

• Must wear uniform and comply with all NIH Clinical Center access control requirements, badge and credentialing standards, and Teya Support Services departmental work rules at all times.

• Must be willing and able to assist in emergency response situations at the NIH Clinical Center, including biohazard spill response, patient evacuation support, and disaster preparedness activation.

• Will maintain current training in NIH disaster preparedness, Anti-Terrorism Level I awareness, HIPAA, OSHA HazCom/GHS, and Infection Control protocols as required by contract and NIH policy; models compliance with all requirements for assigned EVS staff.

Required Qualifications and Experience:

• Minimum 1-3 years of experience in healthcare EVS, janitorial, or custodial services with at least 1 year in a lead, senior, or supervisory capacity; experience in an acute care hospital, military medical treatment facility, or federal medical center preferred.

• Working knowledge of TJC Environment of Care standards, CDC infection control guidelines (CDC/HICPAC), OSHA 29 CFR 1910.1030 (Bloodborne Pathogens), and OSHA HazCom/GHS (29 CFR 1910.1200) as they apply to daily EVS supervisory responsibilities in a healthcare environment.

• Familiarity with AHE (Association for the Healthcare Environment) service level classifications, ISSA productivity standards, and healthcare EVS cleaning and disinfection best practices; AHE CHEST certification or willingness to obtain within contract-specified timeframe preferred.

• Adequate written and oral English communication skills required to read and follow written procedures, complete shift documentation, and communicate clearly with NIH facility personnel, clinical staff, and Teya management.

• Basic computer proficiency required, including ability to use Microsoft Office (Word, Excel, Outlook) for shift documentation, scheduling, and written communications; experience with electronic work order or EVS management systems a plus.

• Must demonstrate strong leadership presence, sound judgment under pressure, and the ability to manage a diverse frontline workforce effectively and fairly in a fast-paced, high-acuity research medical environment.

• Must be available to work every scheduled Saturday and Sunday on the assigned overnight shift and must be able to sustain overnight work hours on a continuing basis, including holiday weekends and federal holidays that fall on a weekend; must be able to remain on site beyond scheduled hours or accept additional shifts during emergencies, weather events, outbreak response, or NIH contingency operations. Must perform all duties in a manner that assures the confidentiality, privacy, dignity, and safety of patients, research subjects, visitors, and staff at all times, in strict compliance with HIPAA regulations and NIH Clinical Center patient rights and research participant privacy policies. The EVS Supervisor is responsible for actively enforcing HIPAA compliance among all assigned EVS staff during every shift. Must wear appropriate PPE as required by area classification, task, and active infection control precautions; must model correct PPE use and enforce compliance among all assigned personnel.
