Job description

Job Title: Medical Director / On-Site Primary Care Physician
Location: Norfolk, VA 23510
Duration: 01 Year to long term
Shifts: 12/8 hour All shifts
Job responsibilities:
•    Oversee and supervise all on-site medical services program
•    Maintain NCCHC accreditation for on-site medical services program
•    Establish utilization management program for review of on-site services and off-site referrals
•    Review initial health assessment findings and identify problems
•    Initiate therapy and immunizations when appropriate
•    Establish policies for initial inmate assessments (acceptable to NSO)
•    Establish policies for non-emergency medical treatment (sick call)
•    Review all sick call slips within eight (8) hours
•    Schedule inmates for medical evaluation within 24 hours (weekdays) or 72 hours (weekends)
•    Respond immediately to any area of jail for emergency medical requests
•    Provide first aid and CPR services on-site
•    Identify preferred providers for off-site emergency services
•    Provide quarterly emergency medical response drills
•    Provide on-site specialty clinics (Optometry 8 hrs/mo, Podiatry 8 hrs/mo, PT/OT 8 hrs/mo, OB/GYN 8 hrs/mo, ENT 4 hrs/mo)
•    Provide on-site hemodialysis services as ordered
•    Provide necessary laboratory tests as ordered
•    Provide necessary radiological studies as ordered
•    Establish policies for referring inmates for on-site, telehealth and off-site treatment
•    Generate Request for Consultation forms for off-site services
•    Provide medical information and payments to preferred providers (pay within 30 days)
•    Establish policies for chronic illness and infectious disease care
•    Notify Officer in Charge of Health Services of infectious disease diagnoses
•    Provide TB surveillance program
•    Provide Hepatitis C surveillance and treatment program
•    Provide mental health services including assessment of mentally ill and suicidal/homicidal inmates
•    Ensure health care staff trained on symptoms and treatment of suicidal/homicidal inmates
•    Establish policies for on-site treatment and referral of suicidal/homicidal inmates
•    Provide dental care program under licensed dentist
•    Provide eye examinations and corrective lenses when medically necessary
•    Cooperate with food service contractor for medically necessary clinical diets
•    Design and provide ongoing health education program to inmates
•    Conduct annual physicals on inmates incarcerated over one year
•    Provide and use EHR system compliant with HIPAA and HITECH
•    Provide access and transfer of data to NSO upon termination at no cost
•    Maintain and retain complete standardized medical records
•    Respond in writing to medical grievances within 48 hours
•    Respond to emergency medical grievances immediately
•    Follow NSO policies for inmate co-payments
•    Complete cost recovery forms and witness inmate signatures
•    Provide four emergency response/disaster boxes
•    Provide monthly inventory and re-stocking of supplies
•    Provide staffing per Minimum Daily Staffing plan (Attachment N)
•    Notify Officer in Charge of Health Services of any lapse or expiration of licensure for staff
•    Verify Virginia licensure of health care providers prior to hiring
•    Provide copy of license to NSO prior to hiring
•    Ensure no health care provider hired has had adverse action by any licensing board
•    Remove and dispose of medical hazardous waste
•    Provide QI program and form QI committee (meet quarterly)
•    Participate in quarterly Medical Advisory Committee (MAC) meetings
•    Submit to periodic records review by NSO's quality assurance contractor
Requirements:
•    Active Board certification
•    Active DEA.
•    Active Physician License.
•    Active BLS.
