BizFirst is assisting our client with recruiting a skilled and experienced Data / Integration Engineer. This position supports the following program: U.S. Department of Transportation (DOT), Office of the Secretary (OST), Working Capital Fund (WCF), Office of Financial Management (OFM) — WCF IT Financial Management, Cost Model Development, and Systems Integration Support.

Our client is a boutique consulting firm that employs consultants and professionals with unique skill sets to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning (ERP) software implementation.


What will you do

Own the controlled movement and reconciliation of data between the Government’s financial and operational systems. This is the position that makes the numbers trustworthy: controlled extracts, common-key mappings, validation on load, and the ServiceNow-to-Delphi reconciliation that every downstream product depends on. The client environment is Google-based — Google Workspace (Sheets, Drive, Chat, AppSheet, Apps Script) and Google Cloud analytics (BigQuery, Dataform, Looker), alongside Delphi, ServiceNow, and PRISM. Candidates with Microsoft-stack depth (Power BI, Power Automate, Power Query, SQL Server) and the aptitude to transfer are strong fits; direct Google-stack experience is a significant plus.


Responsibilities:

· Build and operate controlled, scheduled extracts from Delphi (Oracle Federal Financials), ServiceNow, and PRISM — with extract dates, row counts, and control totals recorded on arrival.

· Design and maintain the common-key mapping layer connecting financial and operational records: period, customer/OA, service, funding source, contract/CLIN, asset or configuration item, and transaction identifiers.

· Engineer the ServiceNow-to-Delphi reconciliation by period, customer, service, and transaction class across 11 Operating Administrations; classify differences (timing, missing records, duplicates, catalog mismatches, mapping errors, manual adjustments, true variances) and quantify exposure by customer.

· Develop version-controlled transformation SQL with data-quality assertions that halt a load on a failed control — in Dataform/BigQuery, or in a governed spreadsheet environment with scripted validations where directed.

· Implement data-layer access segregation (BigQuery row-level access policies; column-level policy tags) so each OA sees only its own data regardless of the consuming tool.

· Build and maintain the exception-queue data model: every unresolved item carries an owner, a dollar value, a classification, and an age.

· Produce data dictionaries, mapping documentation, and reconciliation runbooks; support Government reperformance — the acceptance standard is Government staff reproducing the result without contractor assistance.


Requirements:

· Security Clearance: Public Trust or the ability to obtain one.

· Candidates whose experience is limited to advisory, strategic, or conceptual consulting will not meet this program's bar. The client explicitly requires demonstrated, hands-on implementation experience — deployed cost models, executed billing cycles, delivered automations, and operational financial products.

· Bachelor’s degree in Computer Science, Information Systems, Data Analytics, Engineering, or a related field, or equivalent additional experience.

· 5+ years of data engineering or systems-integration experience in financial data environments.

· Expert SQL; hands-on ETL/ELT pipeline design with validation and error-handling discipline.

· Demonstrated experience reconciling financial systems against operational systems (ERP-to-ITSM, ERP-to-billing, or similar), including exception classification and disposition.

· Experience implementing data access controls (row/column-level security) in a multi-tenant or multi-customer reporting environment.


Desired Skills

· Google Cloud data stack: BigQuery, Dataform, Connected Sheets, Cloud Scheduler.

· Oracle E-Business Suite / Oracle Federal Financials (Delphi) data structures; ServiceNow data model (CMDB, request/incident tables).

· Federal financial management context: Working Capital Funds, SFFAS 4, USSGL, month-end close, audit support.

· Apps Script or Python for pipeline glue; LookML/Looker exposure; Microsoft equivalents (Power Query, SQL Server, SSIS) with transfer aptitude.
