This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary:

This position is responsible for managing and reporting MTA's contract awards, close-out activities, and payments to MWDBE and SDVOBs participating as prime and or subcontractors in federal and state-funded contracts.

These reporting requirements are pursuant to federal and state laws and regulations that require various payment and awards reports throughout the year. Also, requires additional ad-hoc reports to analyze any shortfalls in contract awards or other variances.

Responsibilities:

  • Ensure compliance with federal requirements by producing accurate and timely semi-annual FTA reports in accordance with 49 Code of Federal Regulations (CFR) Part 26, supporting regulatory oversight and funding eligibility. 
  • Fulfill New York State reporting obligations by delivering complete and timely quarterly MWBE reports to Empire State Development Corporation in compliance with Article 15-A.
  • Provide executive and Board-level decision support by compiling and presenting quarterly MWBE, DBE, and SDVOB financial and performance data to oversight committees.
  • Support audits, investigations, and leadership inquiries by delivering accurate ad-hoc reports and research for the Inspector General, NYS Audits, and other stakeholders
  • Maintain the integrity of compliance reporting by identifying data discrepancies and recommending corrective actions to ensure accuracy, consistency, and reliability.
  • Enhance reporting efficiency and data accessibility by supporting the development and ongoing maintenance of MWBE/DBE compliance databases.
  • Ensure contractor compliance and audit readiness by verifying certification status and maintaining complete, accurate contract compliance records.
  • Enable accurate procurement and contract reporting by ensuring proper linkage of purchase orders and contracts and maintaining required submissions in Business-to-Government (B2G) and Transit Award Management System (TrAMS).
  • Strengthen departmental effectiveness by supporting the development and maintenance of SOPs and guidelines that promote consistent, data-driven practices.
  • Support capital and construction initiatives by providing reliable data analysis and reporting to inform project oversight and outcomes.

Required Knowledge/Skills/Abilities:

  • Demonstrated supervisory and/or leadership abilities
  • Knowledge of federal and state reporting requirements; understanding of procurement processes preferred.
  • Strong analytical, quantitative, and financial data interpretation skills
  • Proficiency in Microsoft Office or comparable applications (Word, Excel, PowerPoint, Outlook).
  • Excellent organizational, presentation, and problem-solving abilities.
  • Demonstrated ability to manage short- and long-term projects efficiently.
  • Ability to work independently and collaboratively in a fast-paced, team-oriented environment.

Required Education and Experience:

  • Bachelor’s Degree in Arts/Sciences (BA/BS) in Business Management, Accounting, Finance, Statistics, or related field, or an equivalent combination of education and experience may be considered in lieu of a degree.
  • Minimum 5 years of experience in project and report management, preferably in a financial environment.

The Following is/are preferred:

  • Master’s degree in a related field
  • Advanced knowledge of using B2G ("Business to Government) Software
  • Minimum three years of contract compliance-related experience.
  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
  • Familiarity with the MTA’s policies and procedures.

Other Information

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites.
