Summary
King County's Facilities Management Division (FMD) is seeking a Real Property Agent II (RPA II) to work with the Real Estate Services (RES) - Property Management Unit (PMU). The RPA II is responsible for property management services of FMD's custodial properties, including greenbelts, tax titles, office buildings, mixed-use, retail, industrial, and multi-family properties - varying in condition, use, occupancy, and agency stakeholders.
Real Estate Services
The Real Estate Services (RES) section supports the Facilities Management Division, various King County agencies, and public by offering a diverse range of functions. These functions include the acquisition of properties, requests for easements, lease negotiation, property management services, sale of surplus or tax title property, and overseeing a centralized inventory that tracks all County-owned real property interests. Additionally, Real Estate Services processes applications for utility franchises and permits for use of county property.

Job Duties
The Real Property Agent II can expect to perform:
Customer Service & Resolution - Screen inquiries, identify needs, and provide resolution paths with accuracy and follow-through across all communication channels.
Information & Guidance - Research, analyze, and compile property and customer data;assistwith escalating property management recommendations. Read, interpret, and apply legal descriptions in collaboration with brokerage and legal teams.
Records & Property Management - Develop deep familiarity withFMD Custodial properties and associated records- leases, amendments, easements, abstracts, property condition reports, financial records, codes- usinga wide variety of resources.
Property Concerns & Compliance - Prevent,anticipate, and remediate property issues. Interpret records and codes todetermineresponsibility and escalate concerns. Partner cross-functionallyand as neededwith Customer Services, Property Management, Brokerage, Facilities, Transition Management, Capital Projects,Finance, and Strategyetc.
Systems & Collaboration - Proactively learn and leverage FMD systems and software. Manage shared inboxes, folders, phone applications, platforms, and record-keeping sources.Identifyand recommend streamlining opportunities.
Site Assessments & Training - Conduct or manage site walks, property surveys, tenant/landlord meetings, onboarding/exiting, and compliance inspections. Consult with attorneys, engineers, and other experts; escalateas applicable.
Financial Management - Support budget preparation and management; track forecasting vs. actuals. Solicit, review, and escalate vendor quotes. Coordinate approved scopes,monitorbudget vs. actual costs, and verify payments and records.
Inventory & Surplus - Identify suitable surplus properties for sale;assistin preparing and conducting public real property sales; evaluate bids and offers;initiateinvoices and payments.
Landlord/Tenant Liaison - In partnership with Brokerage, understand customer needs and mediate between tenant and landlord representativesin accordance withlease terms, facility use agreements,King County Executive Office, andFMD's vision.

  • Reading, interpreting, and applying legal documents - contracts, leases, facility use agreements, and code
  • Requesting, reviewing, and interpreting vendor quotes and estimates
  • High-level organization and records management
  • Working in Real Estate, Property Management, Transition Management, and/or Facilities Management
  • Post-project analysis and reporting
  • Driving process improvement and identifying opportunities to expand FMD/PMU's impact.
  • Using platforms such as Outlook,Maximo, CoStar, SharePoint, OneNote, Excel, andTeams
  • Demonstrating accountability, integrity, genuine curiosity, and a collaborative spirit

This recruitment will be used to fill one Career Service position and may be used to establish an eligibility list for future vacancies within the same classification as a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position.
