The IT Project Manager III leads the delivery of complex IT projects and initiatives, ensuring successful execution across scope, schedule, budget, quality, and stakeholder expectations. This role serves as an advanced project management practitioner responsible for independently managing project delivery while contributing to consistency and excellence across Digital Services initiatives.
The IT Project Manager III operates with minimal oversight, provides mentorship to junior project managers, and applies established PMO standards and best practices to ensure effective and reliable project delivery. This individual demonstrates strong technical understanding of digital solution delivery and successfully manages cross-functional teams in a matrixed environment.

ESSENTIAL JOB FUNCTIONS:
Project & Delivery Leadership
  • Lead planning, execution, and delivery of complex IT projects, including development of project plans, schedules, and deliverables
  • Own project lifecycle execution across scope, schedule, risk, quality, and stakeholder management
  • Lead and manage high-visibility projects, ensuring alignment with client and organizational objectives
  • Identify, manage, and proactively mitigate project risks, issues, and dependencies, escalating as appropriate to leadership
  • Ensure project deliverables meet technical, contractual, and quality expectations through structured review processes
  • Lead cross-functional project teams across technical, operational, and client stakeholders to ensure effective execution
  • Maintain accurate and timely project status reporting and dashboards to support decision-making and transparency

Financial & Operational Management
  • Support project financial management, including budget tracking, burn rate monitoring, invoice review, and forecast inputs
  • Coordinate with leadership and PMO partners to ensure financial performance aligns with project and organizational expectations
  • Contribute to the development and maintenance of project tracking mechanisms, reporting tools, and performance insights
  • Track and manage project-level resource needs, ensuring alignment with timelines, priorities, and delivery objectives

Enterprise Collaboration & Resource Leadership
  • Collaborate with PMO leadership, Digital Services leadership, and other enterprise stakeholders to align delivery practices and execution approaches across projects
  • Partner with functional leaders to coordinate staffing, onboarding, and resourcing needs across project teams
  • Mentor and support junior project managers and team members to strengthen project delivery capability and consistency
  • Contribute to a coordinated, enterprise-wide approach to project execution, knowledge sharing, and operational alignment

Governance & Process Application
  • Apply established PMO methodologies, tools, and governance standards across assigned projects
  • Ensure adherence to standardized JBS project management best practices and client requirements
  • Support organizational readiness and continuous compliance with CMMI, ISO, or similar quality frameworks by applying required standards and contributing to audit preparation activities as needed
  • Contribute to the refinement of project management tools, templates, and guidance documents (e.g., SOPs) based on delivery experience
  • Support intake, planning, and prioritization processes in partnership with PMO and Digital Services leadership

Documentation, Quality & Reporting
  • Lead the development and maintenance of comprehensive project documentation, including workplans, schedules, deliverables, and risk logs
  • Ensure documentation is accurate, complete, and aligned with organizational and client standards
  • Oversee preparation of recurring reports (e.g., monthly, quarterly) to meet contract and organizational requirements
  • Support quality assurance activities and continuous improvement of project delivery practices

Stakeholder Engagement & Strategic Contribution
  • Serve as a primary point of contact for project stakeholders, ensuring clear, proactive, and professional communication
  • Manage stakeholder expectations and facilitate alignment across technical, operational, and client teams
  • Support proposal development, scope definition, and business development efforts as needed
  • Provide project-level insights and recommendations to leadership to support improved delivery outcomes and organizational decision-making

MINIMUM JOB QUALIFICATIONS:
Education: Bachelor's degree in information technology, computer science or related field. PMP and ScrumMaster (CSM) certification required.
Experience: 8+ years of program or project management experience supporting enterprise IT, digital transformation, software development, or technology delivery initiatives including experience supporting government programs involving cross-functional coordination among government SMEs, technical teams, operational stakeholders, and leadership. 8+ years of experience supporting the delivery of digital solutions across multiple technology platforms. 8+ years of experience working within Agile delivery environments and overseeing governance materials including project plans, status reports, executive briefings, meeting minutes, and risk registers etc.
Knowledge: Advanced knowledge of IT project management best practices (PMBOK, Agile, hybrid); working knowledge of IT delivery lifecycles and digital solution implementation; Familiarity with PMO governance, reporting, and delivery standards; and execution oversight within matrixed environments.
Competencies: Strong communication, stakeholder management, analytical, and organizational skills, with proficiency in enterprise delivery and resource management tools such as Confluence, Jira, Smartsheet etc.
Location: Remote with the consideration that if a candidate lives within a 50-mile radius of our North Bethesda or San Mateo offices, employment will be considered hybrid.

PREFERRED JOB QUALIFICATIONS:
Education: Master's degree in a related field. CMMI Associate certification.
Experience:Experience managing IT project portfolios or programs exceeding $3,000,000 in total budget. Experience leading and supervising teams of five or more staff members.
