Job description

We are seeking for a part -time detail-oriented and articulate Technical Proposal Writer who can develop persuasive, compliant, and technically accurate proposals in response to RFPs, RFIs, and other solicitation types. This role requires working closely with subject-matter experts across engineering, product, and business-development teams to translate technical solutions into compelling narratives and ensure that all documentation meets client requirements, deadlines, and quality standards.
Responsibilities:
  • Review solicitations (RFPs, RFIs) to extract requirements, compliance criteria, and evaluation guidelines.
  • Coordinate with SMEs to gather technical, budgetary, and project-plan information needed for proposal content.
  • Draft, edit, and finalize technical proposal sections: technical approach, system architecture, implementation methodology, evaluation metrics, deliverables, staffing, timelines, budget narratives, and executive summaries.
  • Assemble and format full proposal packages, ensuring compliance with formatting, templates, page limits, submission guidelines, and internal standards.
  • Maintain and update a reusable content library (templates, past performance summaries, resumes/capabilities, boilerplate text, graphics).
  • Manage deadlines and submission schedules, coordinate reviews, feedback cycles, and final approvals.
  • Ensure writing quality, consistency of tone/style, compliance with RFP requirements, clarity, and readability.

Qualifications:
  • 3-5+ years of experience in technical writing, proposal writing, or business-development documentation (IT/engineering/government proposals preferred).
  • Good understanding of software development lifecycles (SDLC)
  • Proven ability to write "persuasive technical" content-balancing technical detail with business value.
  • Ability to read architectural diagrams or code snippets (JSON, Python, or Java) to understand how a solution works without constant hand-holding.
  • Ability to comprehend and distill complex technical information into clear, concise, persuasive language for both technical and non-technical audiences.
  • Experience with common authoring tools: MS Word, PowerPoint, content management/ proposal-management software; familiarity with graphics/layout tools is a plus.
  • Strong understanding of proposal development processes (Shipley, APMP, or similar methodologies).
  • Strong writing, grammar, editing, proofreading, and communication skills.
  • Excellent organizational, time-management, and project-coordination skills; ability to handle multiple proposals under tight deadlines.
  • Ability to work collaboratively across teams, engage with SMEs, and manage feedback/iterations in the proposal process.
Preferred Certifications
  • APMP Foundation Certification or higher (preferred but not required)
