Job description

Talladega College seeks a qualified, detail-oriented Part-Time Property Manager to support the
daily operations, compliance, maintenance coordination, tenant communication, and inspection
readiness for Talladega College Hills Apartments, a HUD-assisted residential property.
The Property Manager will help ensure the property is operated in accordance with applicable
HUD requirements, Fair Housing laws, tenant certification procedures, voucher processing
expectations, lease requirements, maintenance standards, and institutional policies. This position
will work closely with college leadership, maintenance staff, vendors, residents, Paulhus,
consultants, and other partners to strengthen property operations and support long-term
compliance.
There may be an opportunity for on-site housing, subject to availability, institutional approval,
HUD/property requirements, and applicable employment and housing guidelines.
Essential Duties and Responsibilities
The Part-Time Property Manager will be responsible for supporting and coordinating the
following areas:
 Coordinate day-to-day property operations for Talladega College Hills Apartments.
 Serve as a primary contact for residents regarding property-related matters.
 Communicate with residents about maintenance, inspections, certifications, lease
requirements, notices, and property updates.
 Support tenant certification and recertification follow-up, including collection of required
documentation.
 Assist with voucher processing, subsidy-related documentation, and compliance
deadlines.
 Track maintenance requests, repair status, completion timelines, and evidence
documentation.
 Coordinate with maintenance staff, vendors, contractors, and College personnel to ensure
timely completion of repairs.
 Support NSPIRE/HUD inspection follow-up and help ensure deficiencies are addressed,
documented, and escalated as needed.
 Maintain accurate resident files, work orders, notices, inspection documentation, and
compliance records.
 Assist with the implementation and use of property management software once selected.
 Prepare routine updates for college leadership regarding operations, repairs, resident
concerns, documentation needs, and compliance matters.
 Participate in routine status meetings related to repairs, vouchers, certifications, and
compliance progress.
 Maintain confidentiality of resident information and records.
 Escalate barriers, delays, resident access issues, procurement needs, or compliance
concerns to the appropriate College official.
Minimum Qualifications
 High school diploma or equivalent required; associate degree or bachelor’s degree
preferred.
 Experience in property management, affordable housing, HUD-assisted housing, student
housing, apartment management, compliance, or housing administration preferred.
 Knowledge of HUD-assisted housing requirements, tenant certifications, voucher
processing, Fair Housing, and inspection readiness preferred.
 Strong organizational, communication, and recordkeeping skills.
 Ability to manage multiple priorities, track deadlines, and follow through on assigned
tasks.
 Proficiency with Microsoft Office, email, spreadsheets, and basic digital documentation
tools.
 Ability to learn and use property management software and HUD-related systems or
portals.
Preferred Qualifications
 Experience with HUD multifamily housing, Project-Based Section 8, subsidized housing,
or affordable housing.
 Familiarity with HUD Handbook 4350.3, TRACS, EIV, MOR preparation, NSPIRE
inspections, or similar HUD compliance processes.
 Experience using property management software.
Work Schedule
This is a part-time position. The schedule will be determined based on property needs, resident
needs, inspection readiness, compliance deadlines, and institutional requirements. Some
flexibility may be required for resident communication, inspections, vendor coordination,
emergency repairs, or urgent compliance matters.
Reporting
The Part-Time Property Manager will report to the Vice President for Institutional Advancement
or designee and will coordinate with Facilities, Business Office/Finance, consultants, vendors,
and other College personnel.
