Job description

This position is in Education Service (EDU), Veteran Benefit Administration (VBA). The Management and Program Analyst position is within the Program Oversight and Accountability Division (EDU) , and assigned to the Approvals Management and Oversight (AMO) Team. The incumbent reports to the Supervisory Management and Program Analyst. The incumbent is responsible for providing administrative and analytical support for the AMO Team who focuses on safeguarding the integrity of the G.I. Bill.Qualifications:To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/31/2026.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
  • For a GS-13 position you must have served 52 weeks at the GS-12 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
  • Specialized Experience: Specialized experience is a mastery in identifying problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations; high proficiency in oral and written communication to prepare reports and summaries of research and development projects; knowledge of VA program approvals and/or compliance, and a comprehensive knowledge of the range of administrative laws, regulations pertaining to VA education benefits.
  • Education Substitution: None. There is no education substitution at this grade level.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Frequent requirement to carry laptop and documents weighing up to 20 pounds within the office space or to separate geographical location. There may be some walking, bending, or driving an automobile.
