Summary
The King County Recorder's Office (KCRO) is searching for talented and energetic professionals who like to serve the public with a "can do" attitude. The Deputy Recorder position is part of a fast-paced, public-facing team committed to customer service and technical expertise. We, as a team, are dedicated to trust, collaboration, and building rapport with our colleagues and customers. This opportunity is to fill a 6-month term-limited temporary (TLT) position.
The ideal candidate will demonstrate a high degree of commitment to customer service in the recording of public documents, marriage licensing, advanced attention to detail, and innovative problem solving. These individuals will thrive by demonstrating their ability to be self-motivated, learn quickly and apply themselves to the work of the King County Recorder's office.
ABOUT RECORDS & LICENSING SERVICES (RALS)
The Records and Licensing Services Division (RALS) is a division of the
RALS operates within a statutory framework that is prescribed by state law and county code. Many of the services administered by the division are mandated by state law, and are provided in King County on a regional basis across jurisdictional boundaries. RALS also provides certain local services to unincorporated King County and by contract with many local municipalities throughout King County. In addition, RALS is responsible for providing internal services that are necessary for purposes of business efficiency and meeting various legal responsibilities.
RALS is responsible for:
  • Recording documents related to real property sales and other transactions and making them accessible for members of the public, businesses, and other government agencies
  • Collecting and dispersing real estate excise tax payments on the conveyance of real property in King County
  • Providing licensing and information services and promoting public safety by administering and enforcing vehicle and vessel licensing and taxi and transportation network company (TNC) regulations
  • Providing internal mail services and physical and electronic records management services to all county agencies
  • Providing animal care and control services for the protection of property, human health, and safety and promoting responsible pet ownership and animal welfare
  • through education and licensing programs via public and private sector partnerships

Job Duties
To be considered for this opportunity, you must at a minimum, demonstrate the knowledge, skill, and ability to:
  • Process complex transactions involving legal documents including excise tax, marriage, property conveyance, maps, liens, and other publicly recorded documents.
  • Provide technical assistance and exceptional customer service via phone, email, and in-person to a diverse clientele, internal and external agencies and colleagues. Research and resolve questions
  • Maintain high levels of accuracy and perform production level computer work for data entry, retrieved data, and edited records in a fast paced, customer service environment.
  • Obtain, monitor, track, and organize data that may require information searches through files, policies, procedures, records, or computer files while being highly detailed.
  • Review documents for proper format, accuracy, completion, eligibility, and other legal guidelines.
  • Utilize spreadsheets, Word documents, and reports to track and document performance data.
  • Assist in administrative duties such as preparing and sending letters, filing, and making copies. Document and improve work processes, procedures, and instructions.
  • Set up records and file documents in both electronic and paper formats.
  • Process and reconcile payments to include checks, cash, ACH daily with a focus on cash handling principles.

Experience, Qualifications, Knowledge, Skills
We are looking for candidates who:
  • Are able and confident in their ability to interpret, apply, and follow rules, regulations, code, laws, policies, procedures and ordinances;
  • Are skilled in processing, indexing and filing legal documents and official records.
  • Are adept at performing accurate and efficient data entry tasks.
  • Have an intermediate or higher level of expertise in Microsoft 365 including Work, Excel and Outlook.
  • Can coordinate a high volume of diverse assignments and multiple competing priorities with strong attention to detail in a fast-paced, regulated environment.
  • Are passionate about delivering excellent customer service in an accurate and efficient manner;
  • Dedicated to providing inclusive and equitable service delivery to all King County residents.
  • Have experience demonstrating excellent communication and customer service delivery skills;
  • Comfortable with change and continuous improvement in daily work;

Preferred qualifications:
  • Familiar with real estate transactions, liens, loans, and associated documents.
  • Proficient in handling tax collection and processing procedures.
  • Familiar/experience with the concept of document recording.
  • Work experience recording documents in a government agency and/or issuing licenses.

Supplemental Information
Work location: King County Recorder's Office is located at the King County Customer Service Center at 201 South Jackson Street, Seattle, WA 98104.
Work schedule: This position is subject to the provisions of the Fair Labor Standards Act (FLSA) and is eligible overtime. The workweek is typically 40 hours per week, Monday through Friday, 8 AM - 5 PM. Mandatory overtime (including weekends, mornings or evenings) may be required during peak work periods.
Union representation: This position is represented by Teamsters Local 117, Professional & Technical and Administrative Employees.
