What we're looking for: Under the general supervision and direction of the Interim City Attorney, provides legal counsel, research, analysis, and support to the City Attorney's Office. This temporary, part-time position assists with a variety of municipal legal matters and special projects. Specific assignments and practice areas will be determined based on the successful candidate's experience, qualifications, and the operational needs of the City Attorney's Office.

The responsibilities you'll be trusted with:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Provides legal research, analysis, and guidance on a variety of municipal legal matters.
  • Drafts, reviews, and revises contracts, ordinances, resolutions, agreements, correspondence, and other legal documents.
  • Assists the Interim City Attorney and legal staff with legal matters, projects, and special assignments as needed.
  • Provides legal advice and support to City departments regarding municipal operations, applicable laws, regulations, policies, and procedures.
  • Assists with legal proceedings, negotiations, Public Information Act matters, and other legal or regulatory compliance activities as assigned.
  • Monitors changes in applicable laws, regulations, and court decisions affecting municipal government.
  • Attends meetings, hearings, and other proceedings as directed by the Interim City Attorney.
  • Maintains confidentiality of privileged and sensitive information.
  • Projects a positive and professional image of the City through responsive and effective legal service.
  • Performs other duties as assigned or required.

Your areas of knowledge and expertise that matter most for this role:

Education and Experience:

  • Juris Doctor (J.D.) degree from an accredited law school is required.
  • Must be licensed to practice law in the State of Texas and be in good standing with the State Bar of Texas.
  • Experience practicing municipal law, local government law, public sector law, employment law, contracts, litigation, real estate, land use, or other related practice areas is preferred.

Required Licenses or Certifications:

  • Must possess a valid Texas Driver's License.
  • Licensed to practice law in the State of Texas.

Required Knowledge of:

  • Principles and practices of municipal and local government law.
  • Applicable federal, state, and local laws, regulations, codes, and ordinances.
  • Legal research methods and legal writing.
  • City organization, operations, policies, and procedures.
  • Principles of governmental ethics, confidentiality, and attorney-client privilege.
  • Correct English grammar, composition, spelling, punctuation, and vocabulary.

Required Skill in:

  • Conducting legal research and applying legal principles to complex issues.
  • Drafting clear, concise, and legally sufficient documents.
  • Interpreting and applying laws, regulations, City policies, and procedures.
  • Exercising sound legal judgment and independent decision-making.
  • Maintaining confidentiality and handling sensitive information appropriately.
  • Managing multiple assignments and meeting deadlines in a dynamic environment.
  • Building and maintaining effective working relationships with City officials, employees, outside counsel, public agencies, and the public.
  • Communicating effectively, both verbally and in writing.
  • Operating standard office equipment and computer software, including Microsoft Office applications and legal research resources.

Your Work Environment:

  • Work is primarily performed in an office environment requiring prolonged sitting, standing, walking, bending, and reaching.
  • May occasionally lift and carry items weighing up to forty (40) pounds.
  • Work schedule is flexible and part-time, based on departmental needs and mutual agreement.
  • May be required to attend occasional evening meetings.
  • NOTE: This position is designated safety and/or security sensitive.
