Job description

Position Overview

Spartan is seeking an experienced Drupal Web Developer / Search Specialist to support a defined scope of work focused on a website home page redesign and improvements to site search functionality.

This is a part-time contract opportunity requiring approximately 15–40 hours per week, depending on project workload and implementation needs.

The ideal candidate will have strong front-end web development experience, hands-on Drupal expertise, and experience configuring and supporting Drupal search technologies, particularly Apache Solr. The position will also support website content management, accessibility, security, troubleshooting, and integration with external government resources.

Key Responsibilities

  • Support the redesign and enhancement of the organization's website home page.
  • Improve website search functionality and overall search experience.
  • Configure, maintain, and troubleshoot Drupal search technologies, including Apache Solr.
  • Develop and maintain front-end website functionality using HTML, CSS, JavaScript, and related web development technologies.
  • Perform front-end development within the Drupal CMS platform.
  • Manage and update website content, including:
    • Text
    • Images
    • Documents
    • Multimedia content
    • Links and navigation
  • Ensure website content is accurate, consistent, appropriate, and published in a timely manner.
  • Maintain compliance with website design, branding, and content standards.
  • Support WCAG accessibility compliance and accessible web development practices.
  • Create and maintain links and integrations with County departments and applicable Federal, State, and Local government agencies.
  • Maintain website security through regular updates to software, modules/plugins, themes, and supporting components.
  • Implement and follow website security best practices, including:
    • SSL/TLS encryption
    • Firewall protections
    • Vulnerability management
    • Malware detection and prevention
  • Monitor the website for security vulnerabilities and technical issues.
  • Troubleshoot problems involving website functionality, Drupal configuration, hosting environments, server configuration, search functionality, and user access.
  • Coordinate with internal IT personnel and external vendors to resolve technical issues.
  • Test website enhancements and troubleshoot defects prior to production deployment.

Required Qualifications

  • Strong experience with Drupal development and administration.
  • Experience performing front-end development within Drupal.
  • Proficiency with:
    • HTML
    • CSS
    • JavaScript
    • Related web development languages and frameworks
  • Hands-on experience with Drupal search technologies and Apache Solr.
  • Experience working with web hosting environments and website infrastructure.
  • Experience managing content within Drupal or a comparable enterprise CMS.
  • Understanding of website security principles and vulnerability management.
  • Knowledge of SSL/TLS encryption, firewalls, malware prevention, and web application security best practices.
  • Experience troubleshooting website, server, CMS, and user-access issues.
  • Knowledge of WCAG accessibility requirements and accessible web development practices.
  • Strong written and verbal communication skills.
  • Ability to work effectively with business users, IT teams, government departments, and external vendors.

Preferred Qualifications

  • Experience supporting government, municipal, or public-sector websites.
  • Experience redesigning high-traffic website home pages.
  • Advanced experience configuring and optimizing Solr search within Drupal.
  • Experience improving website search relevance, indexing, filtering, and usability.
  • Familiarity with web analytics, performance optimization, SEO, and responsive web design.
  • Experience working within established change-management and production deployment processes.
