The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction.  Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces.  Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.

SPA is seeking a part-time (20 hours per week) Financial Analyst at the Naval Foundry and Propeller Center in Philadelphia. #MC

Responsibilities

In this role, you will primarily support the Naval Foundry & Propeller Center (NFPC) Comptroller in planning and executing NFPC's transition to the Navy Enterprise Resource Planning (Navy ERP) system. You will provide expertise on Navy ERP-related financial tasks, working with NFPC stakeholders to design, document, and implement compliant workflows and to prepare financial processes, data, and deliverables for migration. This includes supporting data mapping, validation, and reconciliation, as well as conducting adhoc financial analyses to inform transition decisions and ensure accurate, timely reporting.

While your main focus will be the ERP transition, you will also assist, as needed, with the development, refinement, and maintenance of financial tools that centralize, analyze, and visualize NFPC financial data to support both the transition and postimplementation operations. You will help standardize documentation formats, support metadata tracking and configuration management for financial data, and contribute to automated data quality checks across tools and datasets to streamline NFPC's financial operations and enhance decisionmaking for the Comptroller and NFPC leadership.

Qualifications

Required Qualifications:

  • Bachelor's degree in Finance, Accounting, Business Administration, Data Science, STEM, or a related field with a focus on financial analysis
  • Minimum of 5 years of DoD/Navy financial management or budgeting experience, preferably within a Navy Working Capital Fund environment
  • Demonstrated experience with Navy ERP or a comparable enterprise financial system, including financial reporting, data validation, and monthend close activities
  • Strong analytical and communication skills, with proven ability to conduct variance analysis, forecasting, and adhoc financial analysis and to document workflows and desk procedures
  • Current DoD Secret (or higher) clearance and ability to work onsite, up to fulltime, based on NFPC client needs

Desired Qualifications: 

  • Hands-on experience supporting ERP transitions or implementations, including data mapping, reconciliation, and process migration in a Navy or DoD setting
  • Experience developing or refining financial tools, dashboards, or automated data quality checks (e.g., Excel, Power BI, or similar)
  • Prior experience supporting a comptroller or senior budget function at a major Navy activity (e.g., NSWC, shipyard, or Warfare Center)
