Project Overview:

Port Arthur LNG, LLC (PALNG Ph2) is expanding a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, one (1) LNG Storage Tank, and associated utilities/facilities. The Project is to be constructed on a parcel of land located at State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. 

Job Summary:

Senior Cost engineer will provide cost analysis, change management and budget control expertise on large scale Engineering Procurement and Construction Project. Supports on project estimating, forecasting, and commercial claim and insurance support and backup along with organizational and administrative activities when delegated. 

This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership. #LI-CS1

Major Responsibilities:
  • Senior Cost Engineer supports implementation of Bechtel standard processes and procedures on projects for change management, insurance claims, change order development, claim support and project forecasting.
  • Prepares or supervises the preparation of cost studies utilizing historical data, statistical analysis, and cost and quantity comparisons.
  • Develop innovative new techniques to meet specific needs, as required. Supports cost trend estimates in support of project change management program. 
  • Assists in developing unit job hour and pricing data for a specific discipline or other specialty.
  • Performs data analysis, identifies problems, and makes recommendations with varied data sets and project/vendor information sources related to change orders and claims.  
Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 8-10  years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
  • Experience in cost estimating, forecasting, cost analysis, data analysis for items in the field and the home office.
  • Proficiency with PC operating systems, with proficiency in several basic software applications.
  • Proficiency with multiple discipline specific software applications (BETK, Ecosys, Primavera, and Microsoft Office Applications, PowerBi for example).
  • Experience in the supervision and development of large EPC estimate and understanding Energy related historical data and metrics. 
  • Experience with Earned Value Management and Value of Work Done principals preferred but not required.
  • Excellent oral and written communication and experience in presenting complex cost analysis, estimates, and forecasts to senior management and clients. 
  • Knowledge of controller account codes, standard cost code of accounts, and procurement commodity codes. Knowledge of engineering, procurement, contracts, construction, and construction management customarily acquired over time through specialized instruction or practical experience.
