Job description

We are seeking a highly experienced Construction Planning & Management Manager to lead construction planning, phasing, scheduling, logistics, and field execution strategies for large-scale aviation infrastructure programs. This role is responsible for ensuring complex airport projects are planned and executed safely, efficiently, and with minimal operational disruption while maintaining schedule, budget, quality, and stakeholder objectives.

The ideal candidate brings extensive experience delivering large, complex aviation projects in active airport environments and possesses deep expertise in construction sequencing, operational phasing, contractor coordination, schedule management, constructability reviews, and construction execution planning.

Working closely with project managers, design teams, airport operations, airlines, contractors, and regulatory stakeholders, this individual will provide leadership throughout design and construction to ensure projects are delivered successfully in highly constrained operational environments.


Key Responsibilities

Construction Planning & Execution

  • Lead development of construction execution strategies for major aviation infrastructure projects, including terminals, airfield improvements, utilities, transportation systems, baggage handling systems, and support facilities.
  • Develop and oversee comprehensive construction phasing, sequencing, staging, and logistics plans within active airport environments.
  • Evaluate construction methodologies and recommend optimal approaches to enhance safety, efficiency, constructability, and schedule performance.
  • Lead constructability reviews throughout planning, design, procurement, and construction phases.
  • Coordinate implementation of airside and landside construction activities while minimizing impacts to airport operations, passengers, airlines, and tenants.
  • Review and validate contractor work plans, schedules, resource loading, site utilization plans, and construction execution approaches.
  • Identify and mitigate construction risks related to operational constraints, access limitations, safety requirements, and stakeholder interfaces.

Schedule Management & Controls

  • Lead development, review, and analysis of integrated project and construction schedules using Primavera P6 and other advanced scheduling platforms.
  • Monitor critical path activities, milestone achievement, contractor performance, and schedule recovery efforts.
  • Perform schedule risk assessments and develop mitigation strategies for potential delays.
  • Evaluate schedule impacts associated with design changes, operational constraints, procurement challenges, and unforeseen field conditions.
  • Support development of project reporting, schedule dashboards, and executive-level schedule updates.

Construction Coordination

  • Coordinate closely with airport operations, airlines, FAA representatives, maintenance groups, security teams, utility providers, contractors, and consultants.
  • Facilitate construction planning meetings, operational readiness reviews, shutdown coordination meetings, and stakeholder workshops.
  • Resolve complex construction interfaces involving multiple contractors, disciplines, stakeholders, and operational groups.
  • Ensure construction activities comply with airport operational requirements, safety standards, and regulatory requirements.

Field Management & Oversight

  • Conduct regular site reviews to verify construction progress, quality, safety compliance, and adherence to approved execution plans.
  • Support resolution of complex field challenges, constructability issues, and coordination conflicts.
  • Review RFIs, change requests, and technical submittals from a construction planning and execution perspective.
  • Monitor contractor performance and provide recommendations regarding schedule recovery, productivity improvements, and construction efficiencies.

Risk, Safety & Quality Management

  • Identify and manage construction execution risks across all project phases.
  • Lead development of risk mitigation strategies associated with airport operations, construction access, staging, utility outages, and operational continuity.
  • Support implementation of comprehensive safety programs in accordance with aviation industry and project requirements.
  • Ensure construction plans align with project quality objectives and operational readiness requirements.

Procurement & Preconstruction Support

  • Support procurement planning and development of contractor bid packages.
  • Participate in contractor evaluations, constructability assessments, and technical reviews.
  • Assist in developing construction cost estimates, schedule assumptions, logistics plans, and phasing requirements during project development.
  • Provide technical input into alternative delivery strategies, including Design-Build, Progressive Design-Build, and CM/GC contracts.

Required Qualifications

  • Bachelor's degree in Construction Management, Civil Engineering, Engineering, Architecture, or related field.
  • 25+ years of progressively responsible experience in construction management, construction planning, or construction operations.
  • Demonstrated experience delivering aviation, transportation, or large-scale infrastructure projects exceeding $500M in construction value.
  • Extensive experience working within active airport operating environments.
  • Advanced expertise in construction sequencing, work packaging, logistics planning, constructability reviews, and field coordination.
  • Experience managing contractors and coordinating multidisciplinary construction teams.
  • Strong understanding of construction means and methods, airport operational constraints, and regulatory requirements.
  • Excellent communication, stakeholder management, and leadership skills.
