MERIDIAN COMMUNITY UNIT SCHOOL DISTRICT NO. 223

JOB DESCRIPTION

Position Title:  Part-Time Business Manager

Reports to:  Superintendent of Schools

Salary Range: $55,000 - $70,000 depending on experience

Mission Statement of District:

To instruct and assist students to be self-directed learners, collaborative workers, complex thinkers, quality producers and community contributors.

Qualifications:

  1. Valid Illinois Professional Educator License (PEL) with a Chief School Business Officer (CSBO) endorsement as prescribed by the School Code, or Certified Public Accountant (CPA).
  2. Experience in a supervisory capacity in either education, business, industry, or a governmental agency.
  3. Evidence of physical fitness and freedom from communicable disease.
  4. Successful completion of a criminal background check.
  5. Construction/facility project experience preferred.

Required Knowledge, Skills, and Abilities:

  • Possess effective oral and written communication skills
  • Skilled in the use of office computer equipment, financial software applications, and other standard office machines
  • Able to gather data, compile information, prepare reports and use them to improve performance
  • Able to make procedural decisions and judgments based on financial and operational data
  • Able to work effectively with a wide range of constituencies in a diverse community
  • Able to attend to detail and perform multiple concurrent tasks
  • Able to set goals and establish methods for achieving fiscal goals
  • Knowledge of local, state, and federal laws and regulations regarding school finance

Responsibilities and Duties:

  • Provide leadership in planning, developing, managing, implementing, and maintaining financial and operational services for the District
  • Develop the annual budget, prepare monthly budget reports for the Superintendent and the Board of Education, and monitor expenditures continuously
  • Manage banking relationships and district investments
  • Deliver the annual levy certification to the county clerks and manage county tax payments
  • Oversee and manage accounts payable, accounts receivable, human resources, and payroll procedures
  • Coordinate auditing services, assist local, state, and federal auditors, and file all required annual reports and financial documents
  • Oversee the district transportation, food service, and health & property casualty/workers compensation insurance programs
  • Supervise the procurement of high-quality supplies, equipment, and services following state laws and Board policies governing bidding
  • Work in conjunction with the Director of Building & Grounds to oversee improvement and renovation work performed by outside contractors, and coordinate bids and projects
  • Attend Board of Education meetings to provide support and information to the Superintendent and Board
  • Serve as a liaison for the Superintendent in school-community relations related to the operations of the Business Office
  • Maintain and update the inventory of buildings, properties, and all equipment purchased annually
  • Assist with the writing and oversight of grants, and supervise all claims for reimbursement from local, state, and federal agencies
  • Display the highest ethical and professional behavior and standards when working with school personnel, the Board, and the community
  • Protect the confidentiality of records and information gained as part of exercising professional duties in accordance with the law and Board policies
  • Perform other duties and tasks assigned by the Superintendent

While performing the duties of the job, the employee is regularly required to sit; use hands to manipulate, handle, or feel; and talk or hear. The employee regularly is required to reach with hands and arms. The employee is regularly required to stand and walk. The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 40 pounds. Specific vision abilities required by this job include: close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Other physical demands of the positions include: regular bending, squatting, kneeling, twisting/turning/balancing, reaching above shoulder/outward, and typing/keyboarding.

In the work environment, the employee is regularly exposed to video display and regularly works in typical interior/office environmental conditions. The noise level in the work environment is usually moderate.

Term of Employment: Part-time; three (3) days per week plus required Board of 

Education, committee and other meetings as needed. Specific days and hours to be determined by the Superintendent.

FLSA Status: Exempt

Evaluation: Performance of this job will be evaluated annually by the 

Superintendent of Schools.
