Job description

Job Summary Performs a range of manual, skilled, and technical work supporting the maintenance, construction, and repair of utility systems, including water, reuse, stormwater, and wastewater infrastructure. This position is structured to accommodate varying levels of experience. Responsibilities may range from routine, task-based support to advanced, skilled work involving equipment operation, coordination of activities, and leadership of work crews.

Work is primarily performed outdoors in varying weather conditions and may involve physically demanding activities. Duties and Responsibilities Trainee/I: Assist with installation of water, reuse, stormwater, and wastewater systems Perform excavation, trenching, digging, and site restoration (e.g., pavement removal, sod replacement) Assist with cleaning and maintenance of culverts, swales, storm drains, canals, and related systems Operate basic tools and equipment under supervision Follow instructions and safety procedures to complete assigned tasks Work outdoors in varying weather conditions Support emergency response operations and provide customer service Operator II: Performs all duties of Trainee/I plus: Perform skilled utility maintenance, repair, and installation work with moderate independence Operate vehicles and construction/maintenance equipment, including trucks Complete work assignments with limited supervision Maintain records and prepare reports related to work performed Assist in guiding or overseeing less experienced employees Promote and reinforce a safe work environment Operator III: Performs all duties of an Operator II, plus: Lead and coordinate work crews in utility maintenance and construction activities Plan and organize daily work, including materials, supplies, and equipment needs Review, compile, and submit reports, records, and as-built documentation Provide training, mentorship, and field-level decision-making support Identify and implement process improvements to enhance efficiency and quality Participate in continuous improvement initiatives (e.g., Lean/6 Sigma) Ensure compliance with all safety and regulatory requirements and drive accountability Qualifications Education: For all levels: High school diploma or equivalent required Relevant coursework or training preferred Experience: Trainee/I: Minimum one (1) year of manual labor experience. Some experience operating basic automotive or maintenance equipment is preferred Operator I: Minimum one (1) year of experience in various fields of utility maintenance or construction labor work experience
