What is a part time CIO?

A Part-Time CIO is an executive-level professional who provides strategic IT leadership to a company on a part-time or fractional basis. They help organizations align their technology with business goals, manage IT initiatives, and oversee cybersecurity, budgets, and vendor relationships. This role is ideal for businesses that need senior-level IT expertise but do not require or cannot afford a full-time CIO. Part-Time CIOs often work with multiple clients, bringing a broad range of industry experience.

How does a part time CIO typically manage responsibilities across multiple organizations or projects?

A Part Time CIO often works with several organizations or manages multiple projects simultaneously, prioritizing tasks and leveraging strong time-management skills. They frequently collaborate with in-house IT teams and executive leadership to set strategy, oversee major projects, and ensure IT operations align with business objectives, even if they are not on-site full time. Virtual meetings, clear communication channels, and robust reporting systems are essential tools to maintain oversight and drive progress. This flexible arrangement provides companies with high-level IT expertise and leadership without the need for a full-time, in-house executive, making it an increasingly popular option for growing businesses.

What are the key skills and qualifications needed to thrive in the part time CIO position, and why are they important?

To thrive as a Part Time CIO, you need a deep understanding of information technology strategy, business acumen, and leadership, often supported by an advanced degree in IT, business, or a related field and significant executive experience. Familiarity with enterprise systems, cybersecurity frameworks, IT governance standards, and certifications such as Certified Information Systems Security Professional (CISSP) or Certified Information Systems Auditor (CISA) are common. Strong communication, strategic thinking, and change management abilities help a Part Time CIO align technology initiatives with organizational goals and work effectively with cross-functional teams. These competencies are crucial for driving technological advancement and ensuring effective IT management within the flexible scope of a part-time executive position.

Job description

Pulse Technologyโ€™s Kyle Sallmen Promoted to Director of Information Technology

written by Mark Vruno | January 20, 2026

Pulse Technology, a seven-decade family business serving the IT, managed print services, and other technology needs of businesses throughout the Midwest and beyond, has announced the promotion of Kyle Sallmen to the position of director of information technology (IT).

In this role, he will lead the companyโ€™s IT department throughout its market area in Illinois, Indiana and Wisconsin, overseeing and directing the Managed Services (IT) programs for Pulseโ€™s many clients. In addition, he will continue his duties as the companyโ€™s Virtual Chief Information Officer (VCIO), the position from which he was promoted. In his dual role, he will also serve as liaison between the IT team and the clients the company supports.

Sallmen, a resident of suburban Chicago, joined Pulse Technology in January of 2023 as virtual chief information officerโ€”the frontโ€‘line person working with the IT team, the technicians and the clients. He routinely conducts reviews with clients and has served as project manager to make certain that every IT engagement is completed satisfactorily.

Sallmen joined the Pulse team after a career in information technology that includes experience on a help desk, as project manager, and IT director. He earned his Bachelorโ€™s Degree in Information Systems from Illinois State University, and a Masters in Business IT from De Paul University. The married father of two enjoys spending time with family, as well as baseball, football, and flying drones.

Vince Miceli, vice president of technology development, said, Managed Services (IT) is a critical part of the Pulse offerings. Kyles has served us well as VCIO, showing a great depth of knowledge and experience, and the ability to work well with clients. He is the ideal choice to lead our IT team, and we are delighted to welcome him to this new role.
