Integrated Healthcare (Medicaid) IT Manager I
Requirements
The Department of Government Operations (DGO), Division of Technology Services (DTS) is seeking to hire a highly-motivated individual to oversee Medicaid's data warehouse (DW) functionality for the Department of Health and Human Services (DHHS), Medicaid (Division of Integrated Healthcare) for the State of Utah.
The incumbent will direct and work with the data warehouse, development and operational teams on projects that support the Department of Health and Human Services goals.
The incumbent will work closely with Medicaid staff to ensure that data availability meets the needs of Medicaid, both in terms of functionality and in meeting up-time and performance requirements.
Additionally, the warehouse contains HIPAA data that is highly sensitive and must be preserved in a way that meets federal and state requirements for sensitive and regulated data.
The incumbent will be a member of the management team for DTS/DHHS and will work with both DHHS and Medicaid (DIH) in setting long and short-term strategic directions.
DGO utilizes a Scaled Agile Framework (SAFe) methodology. Knowledge and practice of SAFe will be required. The incumbent will support and improve these processes.
DIH engages with both internal staff and external vendors to help enhance and support the systems within the Medicaid DW portfolio. The incumbent will help manage these relationships and projects.
The Medicaid DW system uses Oracle as its primary database with efforts to move all non-Oracle components to DGO's AWS commercial environment. An active effort is underway to refactor various on-prem systems within Medicaid to new architecture that will utilize cloud native technologies and modernize those systems. The incumbent will manage these efforts.

  • Budget tracking and reporting to Medicaid
  • Coaching and mentoring staff

Software and contracts
  • Work with Medicaid, DTS, and State Purchasing for the contracting and for renewal of software

  • Audit and review systems and practices to ensure compliance with procedures, regulations and standards

Relationship Management
  • Build and maintain good working relationships with stakeholders, program manager's, team members and management peers

External Partners and Interfaces
  • Work with external partners to develop, enhance and maintain DIH data exchanges (including federal, state, and local third parties)

Security
  • Work with the Medicaid security officer and DHHS and DTS security teams to ensure the security of warehouse systems.
