POSITION SUMMARYThe Operations Director is an appointed municipal official responsible for the executive-level management, coordination, supervision, and oversight of assigned City departments, divisions, programs, infrastructure, personnel, projects, contracts, and municipal services.
Under the administrative direction of the City Manager, the Operations Director manages and coordinates the day-to-day operations of assigned departments and serves as a principal administrative liaison between those departments and the City Manager.
Areas of responsibility may include Public Works, streets and rights-of-way, stormwater, Facilities Maintenance, Parks & Recreation, Sanitation Services, Water System operations, capital projects, infrastructure, procurement and contracts, safety, and other operational functions assigned by the City Manager.
The Operations Director is responsible for ensuring assigned municipal operations are performed efficiently, professionally, safely, fiscally responsibly, and in compliance with applicable City ordinances and policies and federal and state laws and regulations.
The Operations Director carries out policies, priorities, directives, and operational objectives established by the Mayor and City Council through the administrative direction of the City Manager and exercises substantial independent judgment in managing assigned municipal operations.
APPOINTMENT & ADMINISTRATIVE AUTHORITYThe Operations Director is appointed by the City Manager and confirmed by Council in accordance with the City Charter and applicable ordinances.
- Reports directly to and receives administrative directions from the City Manager.
- Implements operational directives and administrative decisions of the City Manager.
- Implements policies, ordinances, resolutions, budgets, and other actions lawfully adopted by the Mayor and City Council within assigned areas of responsibility.
- Exercises administrative and supervisory authority over assigned departments, divisions, personnel, programs, projects, and operations as delegated by the City Manager.
- Provides professional recommendations to the City Manager concerning municipal operations, infrastructure, staffing, budgeting, capital improvements, policies, contracts, service delivery, and other matters within the position's areas of responsibility.
- Does not independently establish City policy or exercise powers reserved by law, Charter, ordinance, or policy to the Mayor and City Council, City Manager, or another municipal official.
- Performs the duties of the position in accordance with the City Charter, Code of Ordinances, personnel policies, financial policies, purchasing requirements, and directives of the City Manager.
- Plans, organizes, manages, coordinates, and directs the operations of assigned City departments and divisions.
- Provides executive-level supervision and operational direction to assigned department heads, supervisors, and employees.
- Establishes departmental objectives, operating procedures, work priorities, and performance expectations consistent with City policies and the direction of the City Manager.
- Evaluates the efficiency and effectiveness of assigned municipal programs, services, staffing levels, equipment, facilities, and operational procedures.
- Identifies operational deficiencies and recommends or implements corrective actions within delegated authority.
- Coordinates activities among assigned departments to ensure efficient use of City personnel, equipment, facilities, funding, and other resources.
- Ensures municipal services are delivered consistently, efficiently, safely, professionally, and in accordance with applicable standards.
- Advices the City Manager of significant operational issues, service interruptions, emergencies, personnel concerns, regulatory matters, project delays, financial concerns, and other matters affecting City operations.
- Develops recommendations concerning organizational structure, staffing, operational policies, capital needs, equipment, and service delivery.
- Oversees special projects and operational initiatives assigned by the City Manager.

Coordinates the work of these functions to ensure services support the overall strategic and operational objectives of the City.
Personnel Management & Leadership- Directly supervises assigned department heads, supervisors, and employees in municipal operations departments.
- Provides leadership, direction, coaching, and performance expectations for assigned personnel.
- Participates in recruitment, interviewing, selection, onboarding, training, evaluation, discipline, and other personnel actions in coordination with the City Manager and Human Resources and consistent with applicable City policies.
- Reviews staffing requirements and recommends appropriate staffing levels and organizational changes.
- Reviews employee performance and ensures supervisors appropriately address performance and conduct concerns.
- Promotes professional development, cross-training, succession planning, accountability, and effective communication.
- Ensures assigned departments comply with City personnel policies, safety requirements, employment laws, and administrative procedures.
- Promotes a professional workplace emphasizing accountability, teamwork, ethical conduct, customer service, and responsible stewardship of public resources.
- Assists the City Manager and Finance Director with preparation of the annual operating and capital budgets for assigned departments.
- Develops departmental budget requests based upon operational requirements, staffing, equipment, infrastructure, capital projects, maintenance needs, and anticipated service demands.
- Monitors departmental expenditures throughout the fiscal year.
- Ensures expenditures remain within approved appropriations and comply with City purchasing and financial policies.
- Reviews invoices, purchase requests, requisitions, change orders, and other expenditures within delegated authority.
- Identifies budget variances and recommends corrective actions.
- Develops long-term projections for vehicles, equipment, facilities, infrastructure, and other capital needs.
- Assists with capital improvement planning and prioritization.
- Promotes efficient and responsible use of taxpayer and utility resources.
- Oversees procurement activities within assigned operational areas in coordination with the City Manager and Finance Department.
- Assists with preparation and review of scopes of work, specifications, Requests for Proposals, Requests for Qualifications, Invitations to Bid, and other procurement documents.
- Participates in evaluation of bids and proposals and prepares recommendations for award when appropriate.
- Ensures procurement activities comply with applicable City policies and federal and state requirements.
- Oversees contracts for professional services, construction, maintenance, equipment, infrastructure, and other operational services.
- Monitors contractor and vendor performance, schedules, deliverables, costs, and compliance.
- Reviews and evaluates requests for change orders and contract modifications and makes recommendations within established authority.
- Coordinates contract concerns with the City Manager, Finance Director, City Attorney, engineers, consultants, and other appropriate parties.
- Assists the City Manager with planning and oversight of capital improvement and infrastructure projects.
- Coordinates planning, design, engineering, procurement, construction, funding, inspection, closeout, and implementation activities.
- Reviews project schedules, budgets, plans, specifications, contracts, progress reports, and other project documentation.
- Conducts or coordinates site visits to evaluate project status and compliance.
- Coordinates projects with engineers, architects, contractors, consultants, utility providers, county officials, state agencies, and other stakeholders.
- Identifies project delays, cost concerns, scope issues, or other problems and develops recommendations for resolution.
- Provides regular project status reports to the City Manager.
- Assists with development and maintenance of the City's Capital Improvement Plan.
- Provides executive oversight of assigned Public Works and utility operations.
- Coordinates maintenance and improvement of streets, rights-of-way, stormwater infrastructure, municipal facilities, water infrastructure, sanitation services, parks, and other City assets.
- Establishes preventive maintenance and asset-management priorities.
- Reviews infrastructure conditions and recommends maintenance, rehabilitation, replacement, or capital improvements.
- Coordinates emergency repairs and operational responses.
- Ensures assigned operations comply with applicable environmental, safety, utility, public works, and regulatory requirements.
