POSITION DESCRIPTION

TITLE:  Assistant EMS Coordinator            EMPLOYMENT TERM:  12 Months Full time

DIVISION: Health Services                          DEPARTMENT:      EMS

EXEMPT/NON-EXEMPT:  Non-Exempt  FUNDING SOURCE:    IHS Contract 

QUALIFICATION:

1. Must be at least 18 years old; sober, of good character, physically fit, and a high school graduate or hold a GED.
2. Must possess and maintain a New Mexico approved Emergency Medical Technician Basic or Intermediate training certificate/license.
3. Must possess a valid New Mexico driver’s license, CPR and First Aid Card.
4. Ability to communicate clearly, verbally and in writing, in order to instruct staff, confer with the EMS Coordinator, Medical Director, Health Services Director and other public service professionals regarding program service issues and development, and to write memos and reports consistent with program requirements.
5. Ability to read and understand technical material related to delivery of emergency medical services by the EMS staff and medical providers.
6. Ability to supervise employees, maintain good working relationships with clinic staff, and to maintain good public relations with the community users of EMS as well as the major referral agencies for Alamo Navajo patients, e.g., Socorro General Hospital and the Indian Health Service.
7. Working understanding of the State of New Mexico EMS Bureau, EMS Statewide Communications Network, licensing requirements for EMT’s, etc.     
8. Ability to maintain composure while dealing with all types of accidents and emergencies, to make on the spot decisions regarding medical treatment in the field pursuant to established protocols, and to exercise good judgment at all times.
9. Knowledge of the Alamo Navajo community, its people and resources preferred.
10. EMT Paramedic is desired.
11. Ability to speak English and Navajo fluently preferred.

INDIAN PREFERENCE:  Preferential consideration for employment will be given to persons of documented Navajo, American Indian or Alaskan Native tribal membership, who meet the qualifications above, in accordance with the requirements of P.L. 93-638 and the Navajo Tribal Code.

SUPERVISED BY:  EMS Coordinator

SUPERVISES:          First Responders/Trainees and EMTs in the absence of EMS Coordinator.

PAY RANGE:           Grade J, on ANSB's General Salary Scale, at the EMT-Basic level;

                                    and Grade K at the EMT- Intermediate level. Responsibilities include                                             being on call with Compensation at $2.50 per hour and $50.00 base phone                                     stipend.

LUNCH HOUR:       One hour lunch (flexible)

POSITION GOAL: To assist the EMS Coordinator with duties related to supervision, ordering of supplies, inventory, vehicle maintenance and other administrative tasks given by the EMS Coordinator in support of the overall EMS operation; serves as Acting EMS Coordinator as needed, and first and foremost to perform the normal duties of an EMT according to certification/licensure protocols while on scheduled shift as calls dictate.

DUTIES & RESPONSIBILITIES:

1. Work with the EMS Coordinator to ensure 24-hour coverage by two on-duty personnel (one of whom is at least EMT-B or higher
   
2. Assists the EMS Coordinator to ensure that the EMS logbook, run reports, and other service documentation is completed in a timely manner, and that confidential records are treated and stored appropriately.
3. Assists the EMS Coordinator to ensure the maintenance of emergency vehicles, equipment, radios, and other program resources by EMS staff.
4. In the absence of the EMS Coordinator, provides supervision of the EMS staff, maintains the 24-hour schedule, approves EMS staff leave and training requests, completes and verifies biweekly timesheet; and initiates disciplinary actions as indicated in consultation with the Medical Director and Health Services Director; may also hold staff meetings and perform annual evaluations, if necessary.
5. Assists the EMS Coordinator with other duties, at her request, including but not limited to: orienting/training new personnel in the EMS program; organizing certification training; inventorying and ordering supplies through the requisition process.
6. Performs emergency and non-emergency procedures at designated EMT certification/licensure level as indicated while on scheduled shift according to State protocols and those established by the Medical Director for the Alamo service including:
7. Emergency driving techniques
8. Use of EMS statewide communications network
9. All functions covered under the EMT-Basic skill level
10. Peripheral venous puncture
11. Drawing blood
12. IV fluid Therapy (except blood or blood products)
13. Use of multi-lumen airways (combitubes and PTLA)
14. A demonstration of approved medication via intravenous, subcutaneous, or nebulized inhalation
15. Semi-automatic defibrillation (including rhythm documentation of cardiac activity)
16. Monitoring IV solutions during transport which contains potassium (not to exceed 20mEq/1000cc or more than 10m Eq/hour)
17. Administers the following allowable drugs under medical control:
18. All allowable EMT-Basic and Intermediate medications
19. 50% dextrose-IV
20. Naloxone (Narcon)-intravenous and subcutaneous
21. Epinephrine (1: 1000), subcutaneous for anaphylaxis and known asthmatics in severe respiratory distress (no single dose greater than 0.3cc).
22. Albuterol via inhaled administration
23. Performs other duties as assigned by the supervisor.

SPECIAL CONDITIONS:

1. This is a child sensitive position subject by law to finger printing and a criminal/character background investigation.
2. Pursuant to Resolution #R81029, the Employee is authorized by the Board to provide services to non-Indians living within or near the Alamo Navajo community boundaries on a fee-for-service or third party payment basis, provided that provision of such service does not interfere with the primary responsibility of the Alamo Navajo Health Center to meet its service obligations to Alamo Navajo community members and other eligible Indian beneficiaries.
3. The Employee is deemed to be an employee of the Federal government while performing work under the Board’s Indian Self-Determination Agreement for purposes of Federal Tort Claims Act coverage. This status is not changed by the source of the funds used by the Board to pay the Employee’s salary and benefits unless the Employee receives additional compensation for performing covered services from anyone other than the Board.  The Employee’s status for Federal Tort Claims Act purposes is also not affected by the Provision of services to non-IHS beneficiaries.
4. The Board’s designated tort claim liaison with the Federal government is the Executive Director. Any tort claim (including any proceeding before an administrative agency or court) filed against the Employee or the Board that relates to performance under this Employment contract and the Board’s Indian Self-Determination Agreement, should be reported by the Employee immediately to the Executive Director so that notification can be made to the Secretary of the Department of Health and Human Services pursuant to 25 Code of Federal Regulations 900.188.
