Duties Description The Investigator 1 duties in The Division of Cemeteries will include but are not limited to the following: Investigate and resolve lot owner complaints, and all questions relevant to cemeteries. Physically inspect crematories at least annually on a routine basis to determine maintenance and compliance with rules and regulations. Physically inspect cemeteries as scheduling permits to determine maintenance and compliance with rules and regulations.

Give public presentations on cemetery law, resources for local governments, and other topics. Investigate major renovations and installations of mausoleum and columbarium space and lawn Crypts. Review for approval cemetery rules and regulations.

Investigate land purchases and land sales as to price, acreage, suitability for cemetery uses and future needs. Investigate vandalism, dangerous monuments, and abandoned cemetery applications and make recommendations based on facts. Provide informational sessions, technical assistance, and guidance to cemetery officers, directors, and staff.

Assist in preventing the abandonment of cemeteries by working with local officials and cemetery officers and directors to identify new directors and sources of funds. Arrange the orderly transfer of cemetery assets to municipal control upon abandonment. Respond to inquiries concerning the applicability of cemetery law to given situations.

Register new and previously unidentified cemeteries. Travel Requirements: The Investigator 1 will spend at least 50%, and as much as 80%, of their time in the field; overnight travel will be no more than 25% of the total time, and more likely closer to 10%. Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS: NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.

While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified. The minimum qualifications for non-competitive appointment are: Four years of experience in a field investigative position conducting interviews of witnesses and others, taking written statements and affidavits, collecting and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings. Types of Investigative experience that could be considered qualifying: Experience in such positions as police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, in an investigative position involving trial preparations and detailed reports, or investigations within a branch of the Armed Services are examples which meet the Minimum Qualifications.

Examples of non-qualifying experience include but are not limited to: Experience in routine police patrol work, security guard or related security position, tax collector, collector of delinquent accounts, credit checker, legal assistant/attorney, hotel or store detective, loss prevention officer, parole officer, correction officer, guard, inspector, or experience in adoption and/or foster care placement. *Substitutions: An associate degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security can substitute for two years of specialized experience *Or A bachelor's degree or higher in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security can substitute for four years of specialized experience. 55 B/C APPOINTMENT: This position is eligible for 55B/C designation and candidates with 55B/C eligibility are encouraged to apply.

Candidates must meet any open competitive minimum qualifications and must submit their current 55B/C eligibility letter along with their application. COMPETITIVE MINIMUM QUALIFICATIONS: CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list. TRANSFER QUALIFICATIONS: One year of permanent, contingent permanent, or 55-B/C service in a title SG-12 or higher and otherwise eligible for transfer under Civil Service Law.

FINGERPRINTING QUALIFICATIONS: Appointment to this position may require that the candidate successfully undergoes an investigative screening including a criminal history check. PREFERRED QUALIFICATIONS: Some experience dealing with non-for-profit or volunteer-run organizations

Experience in providing technical assistance and training. Experience writing reports. Experience in public speaking or giving presentations.
