COMPANY BACKGROUND
Tree Island Steel Ltd. ("Tree Island Steel" or the "Company") is a publicly listed company whose shares are traded on the Toronto Stock Exchange under the symbol TSL. Headquartered in Richmond, British Columbia, since 1964, Tree Island Steel, through its three operating facilities in Canada and the United States, produces wire products for a diverse range of industrial, residential construction, commercial construction, agricultural, and specialty applications. Its products include bright wire; a broad array of fasteners, including packaged, collated and bulk nails; stucco reinforcing products; concrete reinforcing mesh; fencing and other fabricated wire products. The Company markets these products under the Tree Island®, Halsteel®, True-Spec®, K-Lath®, TI-Wire® and Tough Strand® brand names. Tree Island Steel operates in Canada under Tree Island Industries Ltd and in the United States under Tree Island Wire (USA) Inc.
POSITION SUMMARY
Operations Manager oversees the daily operations of the assigned areas. The position is responsible for providing guidance and mentorship to the production team to coordinate all safety, quality and production activities in accordance with Company safety, quality, production and housekeeping policies, procedures, and standards.
This position is a replacement for an incumbent who is retiring in January 2027. To support a successful transition, the successful candidate will receive comprehensive on-the-job training and mentorship from the incumbent prior to their retirement.
RESPONSIBILITIES
Production Operations
  • Communicate daily, weekly, monthly, and annual production priorities and ensure alignment across all shifts.
  • Oversee execution of production plans to meet safety, quality, cost, scrap, and delivery targets.
  • Monitor operational KPIs and use data to drive decision-making.
  • Recommend staffing, equipment, and resource adjustments to optimize production efficiency.
  • Ensure product flow, scheduling, and process changes are communicated effectively.
  • Monitor operating costs and ensure adherence to budget expectations.
  • Conduct variance analyses and recommend corrective actions where required.
  • Provide input into annual capital budgets; identify and justify improvement investments.
  • Work closely with Production Planning, Customer Service, Sales and Shipping to ensure efficient order execution.
  • Oversee production and inventory control systems and ensure processes are followed accurately.
  • Oversee maintenance department to ensure all machinery run as expected, including new equipment installation, repairs, troubleshooting etc.

Safety Leadership & EHS Compliance
  • Champion a zero-incident safety culture across all shifts and departments.
  • Ensure daily safety inspections and hazard assessments are completed and corrective actions implemented promptly.
  • Oversee modified duties, return-to-work (RTW), and graduated RTW programs.
  • Ensure full compliance with applicable OH&S, environmental, and regulatory requirements.
  • Maintain documentation required under OSHA, environmental permits, and internal reporting processes.
  • Ensure incident investigations, near-miss reviews, and root-cause analyses are completed on time and communicated appropriately.
  • Maintain accurate EHS records, logs, and reports, including safety metrics, environmental reporting, and regulatory submissions.
  • Lead emergency response procedures, including plant evacuations, spill response, and shutdown protocols.
  • Ensure safety and environmental policies are consistently applied and updated as regulations evolve.

Quality & Continuous Improvement
  • Identify opportunities to improve production methods, equipment utilization, and process reliability.
  • Implement Lean manufacturing best practices; promote CI mindset across teams.
  • Collaborate with Engineering to evaluate proposed changes to processes, workflow, or facilities.
  • Lead or support projects aimed at reducing scrap, improving throughput, and enhancing operational performance.
  • Ensure efficient use of labour, equipment, and materials to support productivity and cost targets.

Reporting & Communication
  • Communicate issues, risks, and significant operational updates in a timely manner.
  • Ensure accurate reporting of key metrics, safety incidents, quality issues, and operational performance.
  • Provide timely feedback from production teams on process changes, equipment needs, and workforce concerns.

People Leadership & Culture
  • Provide ongoing coaching, mentorship, and support to the Operations teams.
  • Monitor training effectiveness and ensure all personnel are trained to meet safety, quality, and production requirements.
  • Lead performance reviews, talent reviews, and succession planning for assigned teams.
  • Participate in recruitment and selection for internal and external roles within the operations group.
  • Facilitate disciplinary actions where applicable.
  • Manage and respond to Step 2 grievances in accordance with timelines in the Collective Agreement.
  • Ensure consistent application of policies, procedures, and contractual obligations.
  • Partner with HR and leadership to maintain constructive and collaborative union relationships.

PROFESSIONAL REQUIREMENTS AND QUALIFICATIONS
  • 5-7 years of progressive manufacturing experience, including leadership responsibility.
  • Post-secondary education related to Operations Management or Engineering.
  • Strong knowledge of Occupational Health & Safety Regulations.
  • Demonstrated success in building and maintaining a strong safety culture.
  • Experience leading in a unionized manufacturing environment.
  • Lean manufacturing mindset; Six Sigma training is an asset.
  • Strong communication, interpersonal, planning, and time-management skills.
  • Proficiency in manufacturing systems; knowledge of QAD is an asset.
  • Working knowledge of California environmental regulations and reporting requirements.
