Description
Responsible for the efficient and effective operation of the college's mechanical systems including operation of two central cooling and heating plants; hot and chilled water distribution systems; campus wide building automation systems; Individual building HVAC systems and miscellaneous chilling and heating equipment. Supports the Lead Stationary Engineer(Chief Engineer).
This is a Support Staff Union position as stated in the Support Staff collective bargaining agreement Grade Level G.
Specific Duties and Responsibilities
  • Under the direction of the Engineering Foreman, supervise the activities of stationary engineers and HVAC technicians in the maintenance and operation of heating, air conditioning, ventilation, and related equipment across two campuses.
  • Assists in training and the development of Engineering Staff.
  • Explains and enforces GMP's, Safety and Environmental regulation.
  • Coordinates staff schedules.
  • Ensures both regulatory and absentee coverage with minimum of overtime.
  • Operates and maintains Building Automation Systems including programming to achieve balance of comfort and energy conservation.
  • Develop strategies to meet energy conservation goals. Systems include Fire, HVAC, and Intrusion.
  • Schedule and supervise statutory service and inspections.
  • Develop and implement maintenance schedules for all mechanical equipment.
  • Strong working knowledge of college's CMMS system.
  • Creates schedules and verifies proper completion of Preventive Maintenance and daily work order tasks.
  • Perform Stationary Engineer duties as needed.
  • Troubleshoot operating problems with all mechanical equipment at both campuses and equipment local to each building.
  • Perform condition assessments for development of major repair and replacement budgets and to support the master planning effort of the college.
  • Furnish input to the capital budget process.
  • Supervise water treatment program to closed and open systems to prolong equipment life, assure reliable operation and prevent growth of undesirable organisms.
  • Participates in development of departmental procedures.
  • Participates in the design process with engineers and architects for new construction and renovation.
  • Performs other duties as required.

OVERALL PURPOSE AND RESPONSIBILITY:
The primary and most important overall responsibility of all employees is to provide service in a pleasant, helpful, and effective manner to our students and other members of the College community.
Minimum Qualifications
Education Required:
High school diploma or equivalent. Trade school certification and/or apprentice experience is preferred. Credible job-related experience may be substituted.
Experience Required:
  • 5 years of experience in stationary engineering and HVAC services, encompassing the operation and maintenance of boilers, centrifugal chillers (over 250 tons), Building Automation Systems, air handling units, unit ventilators, fan coil units, exhaust and return fans, heating and cooling coils, pumps and valves for cooling and heating, cooling towers, and heat exchange units.
  • 1-2 Years' experience supervising HVAC maintenance employees is preferred.
  • Strong working knowledge campus or public sector environment is preferred.

Skills/Abilities /Knowledge /Other Requirements
  • Valid NJ drivers' license.
  • Valid NJ Black Seal Engineer License.
  • Valid Refrigerant Recovery and Recycling Certification as required by 40 CFR.
  • Knowledge of accepted water treatment practices and principles for cooling towers, boilers, and both open and closed heating loop systems.
  • Knowledge and hands-on experience with central district chilling equipment, including centrifugal chillers, associated controls, and water circulation systems.
  • Knowledge and operational experience with Building Automation Systems and Energy Management Strategies, including HVAC, Fire, and Intrusion.
  • Ability to read and interpret engineering drawings and circuit diagrams to diagnose system defects.
  • Strong working knowledge of Microsoft Office systems; network experience is preferred.
  • Experience working with both high and low voltages, ranging from 5VDC to 480VAC.
  • Ability to work with and train staff.
