The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). Job Description

Under supervision of the Terra Luke and Tim Haynes, the Lead GIS Analyst is responsible for the creation, analysis, and maintenance of various spatial databases and applications with the use of the ArcGIS suite of desktop products, ArcGIS Online, and scripting tools. The Lead GIS Analyst will also publish web maps, model workflows and build geo-processing tools using Python.  The analyst will take on projects to extract, evaluate, and visualize spatial and non-spatial data for business intelligence purposes and program performance measurement by departments.  This will include statistical analysis, developing metrics, survey creation, and producing reports. Some project supervision is included among the responsibilities of this position.

Essential Functions

  • Develop and maintain geospatial datasets.
  • Complete metadata documentation of datasets and processes.
  • Provide geospatial support to other city agencies including data development, analysis, on-line maps, ETL processes, and setup of field data collection apps.
  • Create and maintain of web map applications published via ArcGIS Online.
  • Create, share, and maintain Survey123 surveys  
  • Assist with the administration of ArcGIS Online organizations for the City and maintain relevant user guides and training materials.
  • Reading and comprehending indoor floorplans.
  • Query, analyze and prepare statistics on spatial and non-spatial data using GIS, Python, Excel, SQL and other tools.
  • Prepare and execute workflows and automated routines using Python.
  • Prepare and execute queries in spatial and non-spatial databases.
  • Interact with analysts from other departments assigned to a specific project.
  • Participate in meetings and events within department, the City, and wider GIS user community.
  • Occasionally, conduct presentations on enterprise specific topics at meetings and conferences.
  • Prepare and deliver presentations and/or training sessions related to mapping software, tools or procedures to City staff on as needed basis.
  • Handle ad-hoc mapping requests and provide GIS support as needed.
  • Work on interdepartmental projects.
Qualifications

Qualifications (Education and Experience)

Four years of relevant professional or school experience required.  Baccalaureate degree from an accredited college or university which has included major course work in Geographic Information Systems (GIS), Geography, Urban Planning,, Natural Resources (analytical focus), Statistics, Information Science, or Civil Engineering.  Master's degree is preferred.   

Competencies, Knowledge, Skills and Abilities

Required:

  • Proficiency in database management: create, edit, update, join, append and query data from spatial and non-spatial relational databases including PostgreSQL.
  • Experience with data visualization and graphics tools for the creation of professional presentations reports, web content, or education materials.
  • Proficiency in authoring Python scripts and creating models in ArcGIS ModelBuilder for automation of routines and geoprocesses.
  • Advanced-level proficiency using ArcGIS 10.x software suite.
  • Advanced-level proficiency using ArcGIS Pro.
  • Experience with ArcGIS Online to manage profiles, groups, publishing of data, Esri Open Data tools, and Collector for ArcGIS
  • Proficiency in spatial data creation, editing and maintenance using ArcGIS Pro.
  • Advanced-level proficiency using Microsoft Office Professional Suite (Excel, Word, Powerpoint, Teams, Outlook).
  • Excellent written and oral communication skills.
  • Proficiency in project planning and time management (setting and meeting goals, setting timelines, updating mangers and team members on status, etc.).
  • Ability to create and maintain good working relationships and collaborations while being able to work independently and take initiative.
  • Genuinely excited and enthusiastic about learning and pushing technical limits when finding new solutions.
  • Working knowledge in AutoCAD

Preferred:

  • Proficiency in statistical methods and analysis including correlation and regression.
  • Intermediate to advanced-level proficiency with ArcGIS extensions Model Builder, Spatial Analyst, Geostatistical Analyst, ArcIndoors, and Network Analyst.
  • Experience with non-Esri software to generate on-line maps and data including CARTO.
  • Multi-user versioned and distributed editing, replication in ArcGIS Server/ArcGIS SDE 10.x environment.
  • Previous experience building ETL processes.
  • Experience providing training, presentations or seminars.
  • Proficiency in R or related statistical software tools.

Salary Range: $60,000 - $70,000 

Salary cannot exceed $70,000.
