Job description

Description Responsible for a variety of professional level duties in the Human Resources Department pertaining to recruitment, which includes screening/referring applications, sourcing/outreach for qualified applicants, selections, on/off-boarding, new employee orientation, retention, and staffing for the County. Prepare job vacancy advertisements, working closely with departmental personnel to address specific recruitment needs. Maintains the recruitment information on the employment website.

Coordinates workflow and assignments with administrative employees. Receives, reviews, and processes requests to fill job vacancies; writes position vacancy advertisements and posts ads to the internal online recruiting system and to other advertising sites, as appropriate; learns and remains informed about County positions, having a general knowledge of the duties and requirements of the positions, and the needs of the departments to effectively assist and develop recruitment strategies; reviews selections made by hiring authority to ensure conformance with requirements and sound employment practices. Serves as the primary system administrator for the online recruitment system; creates and maintains class specifications to be used by hiring managers for recruiting purposes; establishes exam plans for advertisements; assists departments with developing supplemental questions and scoring plans for vacancies, and processes them into the system for the advertisements; runs applicants through auto scoring process, if applicable, and places candidates on eligible and referred lists for review by hiring managers; sends email notifications to internal and external applicants, notifying them of non-selection for a position; archives exam plans and lists when a position is filled; assists applicants applying for a job; assists County staff and users with questions about the online recruiting and hiring process.

Serves as the expert for the online recruitment system; runs reports on data maintained in the system; creates, updates, and modifies definition tables, forms, training and instructional materials for the system; attends regularly scheduled user meetings; places work orders with customer service to resolve any technical problems that may arise. Reviews employee onboarding materials with new employees; conducts new hire orientations explaining our organization, personnel policies, procedures/processes and benefits; assists with the completion of forms. Assists new hires by answering a wide variety of questions regarding County benefits, policies and procedures to include routine questions regarding medical and dental benefits, Virginia Retirement System benefits and paperwork, deferred compensation, optional life insurance, direct deposit, etc.

Prepares a variety of letters including offer letters, promotions, separations and retirement letters, and selected personnel action memorandums; implements pay changes such as promotions and temporary salary increases. Plans, coordinates and prepares the County for hosting our own annual job fair, collaborating with departments to participate and seek potential new hires. Participates in external job fairs as applicable and takes necessary steps to recruit qualified employees to the County.

Utilizes the Human Resources Information System (Munis) to complete personnel actions to include: establishing new employees, processing a variety of employee status and pay changes, and processing employee separations; assists with creation of reports as needed. Minimum Qualifications Bachelor's degree in human resources administration, business, public administration, or a closely related field with 3 to 5 years of experience; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities. Possession of a valid driver's license issued by the Commonwealth of Virginia.

This job is contingent upon successful completion of pre-employment checks to include criminal history, background and DMV record checks. Supplemental Information Thorough knowledge of recruitment, employment, retention and compensation principles and practices. Thorough knowledge of word processing, spreadsheet, presentation and database software applications.

General knowledge of health and welfare benefits, including procedures for enrollment and special open enrollments. General knowledge of retirement plans, from pensions to defined contribution plans. General knowledge of statistics and sampling techniques.

Effective oral and written communication skills, and excellent customer service skills. Ability to adapt to change and learn various software programs. Physical Demands Must be physically able to operate a variety of automated office machines which include a computer, scanner, calculator, copier, facsimile machine, etc.
