They have district-wide responsibility for planning, organizing, supervising, coordinating and/or promoting operations and activities of the boating and ocean recreation program. Operational management is performed in accordance with Chapter 200, Hawaii Revised Statutes and in conformance with federal and State laws, rules and regulations. Duties and responsibilities involve reviewing the overall boating and ocean recreation activities (personal and commercial) occurring in the district; developing plans to more effectively and efficiently meet the needs of the boating and general public; operating and maintaining assigned facilities and designated areas; and coordinating and implementing boating registration and license/permit systems as well as other district programs.
Who we are: The Division of Boating and Ocean Recreation (DOBOR) is responsible for the management and administration of the statewide ocean recreation and coastal areas programs, which include 16 small boat harbors, 54 boat launch ramps, 13 offshore mooring areas, 10 designated ocean recreation management areas, aids to navigation in ocean waters throughout the State, and certain public beaches. DOBOR is also responsible for regulating commercial ocean activity and administering the State vessel registration & titling program. DOBOR's mission is to preserve the state's natural and cultural resources, enhance ocean experiences, and provide safe, public access to State waters through facilities, ocean recreation management, vessel registration, and boating safety initiatives.
DOBOR aims to balance boat operation with expanded ocean recreation management to enrich lives and promote the responsible use of Hawaii's ocean environment. As a Boating and Ocean Recreation Manager I, you will oversee the operation and maintenance of small boat harbors, boat launch ramps, and other boating facilities in Maui, Molokai, and Lanai, as well as commercial ocean use permitting and vessel registration & titling. Minimum Qualification Requirements To qualify, you must meet all of the following requirements: LEGAL AUTHORIZATION TO WORK: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Education Requirement: Graduation from an accredited four (4) year college or university with a bachelor's degree. Excess work experience as described under the Specialized Experience, below, or any other responsible administrative, professional or analytical work experience that provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.
Specialized Experience: Two and one-half (2-1/2) years of experience in progressively responsible professional work experience which involved marine or boating related activities involving the safe use of navigable streams, beaches, coastal areas, and ocean waters; evaluating, operating and maintaining programs and activities to ensure the safe operation of marine vessels in and around harbors; developing plans to meet needs of both boating and general public; and monitoring compliance with applicable rules, regulations and procedures. Operational Management Experience: One (1) year of professional experience that provided a thorough knowledge of the applicable laws, rules and regulations pertaining to program activities, including identifying program goals and objectives and evaluating their attainment; identifying resource needs (manpower, material, equipment, etc.); planning, organizing, and coordinating program activities to attain program objectives within time, resource, and budgetary limitations; developing procedures; and actively participating in policy determination, budget formulation and execution. Such experience involved overseeing the provision of services to meet the expectations and needs of customers and clients; monitoring and analyzing current operations for efficient and effective utilization of resources and maintenance of facilities; developing strategies for improvement; and researching new technologies and methods to recommend and implement changes as necessary
