Job description

SR. CIVIL ENGINEER, OFFSITE INFRASTRUCTURE (STARLINK)

RESPONSIBILITIES:

  • Coordinate extensively with external agencies, including Department of Transportation (DOT), utility providers, and local/state/federal entities, to secure approvals, negotiate agreements, and drive project execution for off-site improvements.
  • Develop project requirements, schedules, and cost estimates through collaboration with contractors, fabricators, external stakeholders, and internal clients to ensure alignment and timely results.
  • Oversee the planning and implementation of off-site transportation and utility extensions, including water supply, wastewater conveyance, gas distribution, and related infrastructure, while managing stakeholder relationships to resolve issues and achieve deliverables.
  • Manage the civil aspects of off-site construction projects in the field: Including quality control, conflict resolution, and coordination of multi-discipline teams with external partners to deliver on-time and within budget.
  • Lead permitting processes by interfacing with governing agencies to obtain necessary local, state, and federal approvals for transportation projects and utility interconnections, emphasizing effective communication and negotiation to expedite outcomes.
  • Resolve design and construction conflicts in real-time, leveraging external partnerships to integrate off-site infrastructure seamlessly with on-site operations for reliable access and utility supply.
  • Conduct impact studies and assessments (e.g., traffic, hydraulics, capacity) to support project advancement, while prioritizing coordination efforts to mitigate risks and drive successful project completion.

BASIC QUALIFICATIONS:

  • Bachelor's degree in civil engineering.
  • 5+ years of professional experience in civil engineering, with a focus on off-site or external infrastructure projects, including coordination with agencies and stakeholders.

PREFERRED SKILLS AND EXPERIENCE:

  • 8+ years of professional experience in civil engineering, ideally involving off-site developments and external collaborations.
  • EIT or Professional Engineering (PE) license in Texas.
  • Previous experience with civil design software packages like StormCAD, HEC-RAS, HEC-HMS, WaterCAD, PCSWMM.
  • Experience with AutoCAD Civil3D (grading, earthwork volume takeoffs, plan and profile creation, base model setup among other items).
  • Knowledge of processes of governing permitting and/or environmental agencies, including DOT standards for transportation and utility interconnections.
  • Understanding of other disciplines such as electrical, piping, geotechnical, surveying, and gas distribution.
  • Experience with project management of major public construction projects including estimating, cost control, schedule, and contractor management, with strong emphasis on external stakeholder engagement.
  • Experience reading, reviewing, and approving shop and fabrication drawings, and technical manuals for external infrastructure components.

ADDITIONAL REQUIREMENTS:

  • Ability to work at elevated heights, in indoor and outdoor environments (heat, cold, rain, snow).
  • Physical effort including standing, lifting, and carrying moderately heavy materials or equipment (up to 25 lbs. unassisted).
  • Ability to work in an environment requiring exposure to fumes, odors, and noise.
  • Must be available to work extended hours and weekends when needed based on site operational needs.
  • Ability to provide on-call support in emergencies.
  • Occasional travel may be required based on specific project tasks.
  • Ability to work onsite at our Bastrop, TX facility (Remote work not considered).
  • Valid driver's license.
