On Call Christmas Tree Jobs (NOW HIRING)

Under minimal supervision, directs and oversees the sanitation program consisting of performing sanitation, recycling, and yard debris collection services for the City. Responsible for fleet management services for all Public Works vehicles and equipment. Position combines supervisory responsibilities with the application of technical knowledge to manage and operate the Sanitation Division to provide quality sanitation services throughout the City in an efficient manner.

ESSENTIAL FUNCTIONS

• Manages the Sanitation program for all sanitation collection operations including collector scheduling, route assignment, and equipment assignment for the department.
• Manages the maintenance and upkeep of all sanitation and fleet equipment. Maintains asset management plan of all equipment and assets. Optimizes collection routes and manages sanitation operation changes related to routing, holiday schedules, and weather-related events.
• Provides customer service and responds to customer complaints, conducts investigations, and makes determinations on resolution of customer complaints.
• Contract Management. Manage contracts and budgets for on-call service contracts, compliance related contracts and fleet contracts.
• Maintains spreadsheets, records, and inventories of work orders, equipment, supplies, and special projects.
• Manages fleet, equipment and material purchases and repairs.
• Asset Management. Develops, recommends, and implements a comprehensive asset management plan. Develops procedures for tracking, monitoring, and distributing supplies to crews.
• Sustainability. Develops, recommends, and implements a comprehensive recycling plan to reduce. reuse and divert waste from the landfill.
• Plans and implements special programs such as electronics recycling program, Household Hazardous Waste collection events, Christmas tree recycling, and special cleanup events.
• Grants and Special Funding. Researches opportunities for grants and special financing for sanitation and recycling and works with the Public Works Director on applying for and managing grant and special financing funds.
• Effectively hires, trains, supervises, evaluates, and manages performance of assigned staff. Provides coaching and corrective action with staff as appropriate. Reviews and approves timesheets and develops employee work schedules in accordance with program needs and union contract requirements. Establishes systems and methods for training, motivating, and supervising work team and a system of communication/cooperation among staff.
• Oversees safety training, develops, and enforces safety policies and procedures.
• Investigates and responds to all public requests, issues, and complaints in a courteous and prompt manner. Prepares correspondence and conducts research as needed.
• Responsible for managing the annual operating budget of the sanitation and fleet maintenance division.

ADDITIONAL JOB FUNCTIONS

• Uses a variety of computer software programs such as Microsoft Word, Excel, Outlook, ArcGIS, Monday, and Gov-Pilot.
• Develops request for proposals and invitations to bid and oversees contracts for Sanitation related projects.
• Prepares and manages cost estimates and project budgets.
• May serve on citywide committees to provide Public Works perspective.
• Occasionally makes presentations to city council.
• Works with Community Engagement to develop educational and outreach materials about sanitation and recycling.
• Collaborate with safety, human resources, billing and other internal departments as necessary.
• Prepare Fleet maintenance service intervals to reduce repair costs.
• Develop methods to decrease costs and improve efficiency.
• Review engine diagnostic codes for proper repair related to the vehicle's fault.
• Maintain harmonious relationship with repair vendors utilized by the city.
• Monitor market prices for oil, fuels, and other consumable products to reduce costs and inflation.
• Track equipment operator efficiency.
• Purchase vehicles to expand and/or enhance the Fleet.
• Conduct fleet evaluations to ensure maintenance standards are met and is following all regulatory agencies including DOT and OSHA.
• Enter, edit, and update appropriate information in an internal computer system.
• Establish efficient sanitation and leaf routes for daily collection.
• Manage vehicle licenses and registration.
• Ensure all fleet members have proper licenses and up to date training.
• Monitors drivers to ensure adherence to schedules and proper driver tactics.
• Search and find new employees for the Sanitation division.
• Maintain inventory of vehicles, equipment, repair parts and supplies.
• Grade existing inventory based on condition.
• Assist in completing minor repairs as needed for emergency situations.
• Perform operation test before and after repairs for verification.
• Manage records of accidents or incidents and work with insurance carriers to resolve such items.
• Coordinate with customer service to address any collection or routing concerns.
• Safely operate a vehicle daily to perform essential functions of the position.
• Other duties as assigned.

• Requires an associate's degree and four years supervisory experience in Waste Management, Environmental Management or closely related experience OR an equivalent combination of education, training, and experience.
• Possession of valid state driver's license in good standing.
