JOB SUMMARY

The Technical Training Manager, Learning and Development.  serves as the site-level lead for technical training, qualification, regulatory training and workforce competency at the Big Spring Refinery. This role partners with refinery Operations, Maintenance, Engineering, Safety, Environmental, and site leadership to ensure employees develop and maintain the technical knowledge and demonstrated competencies required to perform their roles safely, reliably, and effectively.

The Technical Training Manager provides functional leadership and coordination of the refinery's technical training efforts, working closely with dedicated Technical Trainers, unit trainers, and subject matter experts to drive employee development and qualification progress. Accountable for the effectiveness and continuous improvement of the site's technical training and qualification system, including operator and maintenance qualification, curriculum and assessment standards, instructor capability, training quality assurance, compliance, and performance measurement.

This position is located at our Big Spring, TX refinery.

Required Qualifications- Educations, Skills, & Experience
  • Associate's degree or education/training certification required.
  • Six (6) or more years of Operations and/or Maintenance experience in a refinery, petrochemical, chemical, or similar downstream industrial environment.
  • Demonstrated knowledge of refinery operations and/or maintenance practices.
  • Demonstrated ability to independently manage complex assignments, identify solutions, and lead cross-functional projects or initiatives.
  • Strong communication, partnering, coaching, facilitation, analytical, and problem-solving skills.
  •  Ability to influence and provide functional direction across organizational boundaries without direct reporting authority.
Preferred Qualifications- Educations, Skills, & Experience
  • Bachelor's degree in Human Resources, Learning & Development, Business Administration, Engineering, Operations, Industrial Technology, or a related field.
  • Previous experience as a refinery operator, maintenance professional, technical trainer, or qualification program lead.
  • Experience with refinery operator and/or maintenance qualification programs.
  • Experience developing or facilitating Train-the-Trainer or instructor qualification programs.
  • Experience with technical curriculum development, competency assessment, training auditing, and quality assurance.
  • Knowledge of applicable refinery technical and regulatory training requirements.
  • Experience with Learning Management Systems, training records, and qualification reporting.
  • Professional certification in training, instructional design, adult learning, or a related discipline.
JOB REQUIREMENTS
  •   Lead all learning and technical training programs and processes for the refinery to support site strategic objectives, workforce competency, operational performance, and compliance.
  •  Establish site training priorities and direction in alignment with refinery business needs and enterprise Learning & Development strategy.
  •  Partner with Operations, Maintenance, Engineering, Safety, Environmental, HR, and other stakeholders to identify and prioritize learning requirements and implement solutions that improve organizational performance.
  •  Provide functional leadership to Technical Trainers, unit trainers, and SMEs to drive technical training, OJT, and employee qualification progress across the site.
  •   Oversee operator and maintenance qualification processes, identify competency gaps or barriers, and coordinate actions to improve employee readiness and progression.
  •  Develop and monitor meaningful training metrics, including qualification progress, compliance, competency gaps, and program effectiveness, and recommend continuous improvement opportunities.
  •  Ensure site training programs meet applicable regulatory, corporate, and refinery compliance requirements and that required documentation is accurate, complete, and audit-ready.
  •  Manage site Learning Management System (LMS) activities, including course assignments, completions, employee credit, training records, reporting, and audit requirements in accordance with LMS governance.
  •   Prepare and manage the site training budget, including forecasting, expenditures, training resources, materials, and other activities within authorized budgets.
  •  Manage training vendors and third-party providers, including services, performance, quality, and spending.
  •  Oversee the development, maintenance, and continuous improvement of technical curricula, assessments, qualification materials, and Train-the-Trainer programs.
  • Collaborate with enterprise Learning & Development and technical training teams to implement standardized programs, leverage best practices, and maintain alignment with corporate-wide strategy.
