Job description

Duties and Responsibilities:
  • Provide direct support to the planning and evaluation of humanitarian assistance provision ISO steadystate operations and contingency operations.
  • Oversee SOCCENT Overseas Humanitarian, Disaster, and Civic Aid (OHDACA) portfolio. Ensure routine coordination with CENTCOM Foreign Humanitarian Assistance (FHA) cell to manage SOCCENT requirements and ensure Defense Security Cooperation Agency (DSCA)mandated timelines are met.
  • Coordinate with POLAD to capture NGO, IGO, Nation State HA activities for addition to SOCCENT COP by J33.
  • Prepare routine reports on SOCCENT’s use of OHDACA funds to inform on performance as well as effectiveness.
  • Provide budget analysis on SOCCENT’s use of OHDACA funds to enable optimal use of government funds.
  • Coordinate with SOCCENT Contracting Officers to ensure timely HA deliveries.
  • Coordinate Overseas Humanitarian Assistance Shared Information System (OHASIS) training and support for all deploying/deployed Civil Affairs Teams, to include Civil Military Support Elements (CMSEs), to ensure timely submission of all project requirements.
  • Utilize knowledge of Interagency (IA) structure and operating procedures to inform SOCCENT contingency, crisis, and transition planning. Remain abreast of Department of State (DoS) reorganization efforts (ex. Sunset of USAID) to best posture Civil Affairs Teams for success with USCTs and government stakeholders.
  • Prepare briefs, information papers, and presentations as required utilizing Microsoft Office family of products (i.e. Outlook, PowerPoint, Word, Excel and OneNote).
  • Participate in SOCCENT battle rhythm events, working groups, operational planning teams, and other planning events (B2C2WG) related to assigned priorities and initiatives, as directed by the SOCCENT J39 Director.
  • Review, analyze, and make recommendations concerning operational requirements for Civil Affairs or Civil Military products that support crisis planning and inform resourcing decisions.
  • Develop and maintain electronic resources and databases, to include key points of contact, to be used for mission continuity that may be accessed by all stakeholders.
  • May perform travel CONUS/OCONUS (TDY status, attend conferences, planning efforts, OPTs with appropriate clearance levels, and exercises) as required.
  • Qualifications:
  • MA/MS in one of these Disciplines: Social Sciences, Public Policy, Applied Statistics, Operations Research, or Systems Analysis
  • Joint Professional Military Education Level II or Service Equivalent; Advanced Military Education Levels (i.e. School of Advanced Military Studies (SAMS), Joint Advanced Warfighting School (JAWS); Service War Colleges).
  • At least 10 years strategic and operational planning and analysis
  • At least 5 years’ experience in any of the following: CENTCOM AOR; Military Information Support Operations (MISO); Military Deception (MILDEC); Counter Weapons of Mass Destruction (CWMD); Operations Research and Systems Analysis (ORSA); CYBER; Antiterrorism and Force Protection (AT/FP); Social Network Analysis (SNA); Special Programs; Interagency Experience, Intelligence Experience
  • Equivalent combinations of at least 15 years of SOF operational experience and education.
