Job description

Clearance Required: Active Secret clearance

Education:

  • Bachelor’s Degree in an engineering field or related technical/business field. Substitution for a Bachelor’s Degree may be 5+ years of relevant experience in addition to the required minimum years of experience or EVM certification for Earned Value Management Professional (EVMP®) or Earned Value Management Director/Earned Value Management Officer (EVMD/ EVMOTM).

Experience Required:

  • Minimum of 5 years’ experience in supporting project management and shipbuilding processes.
  • Comprehensive knowledge of shipbuilding processes.
  • Ability to produce EVM reports, briefs, and presentations
  • Proficiency in stand-alone and enterprise versions of MS Project® and Primavera® scheduling software.
  • Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques.
  • Familiarity with applicable DCMA standards and ANSI-EIA 748 guidelines
  • Comprehensive knowledge of auditing organizations (such as DCMA and DCAA), programs, and functions and knowledge of the overall acquisition process.
  • Knowledge of the technical capabilities, functions and responsibilities of other contract administration service organizations.
  • Knowledge of Microsoft office software suite to include Word, PowerPoint, Power BI, and Excel.


Job Summary: Provide onsite project management support services (Integrated Master Schedule (IMS) and Earned Value Management (EVM) and Earned Value Management System (EVMS) Surveillance) to the USCG Offshore Patrol Cutter (OPC) Project Resident Office (PRO) Project Manager Representative (PMR). This work shall be performed at the office in OPC PRO in Mobile, AL.

Essential Duties:

  • Plan, organize, and conduct system surveillance activities to ensure that the shipbuilder’s management control system complies with EVMS guidelines, and provide timely indications of actual and/or potential problems.
  • Conduct detailed analysis of the Shipbuilder’s IMS and any “mini-network” or other Shipbuilder produced schedules for all OPCs under the USCG contract.
  • Coordinate system analysis with program integrators serving as focal points for specific acquisition programs. Ensure changes to the Contractor's system are properly documented and approved.
  • Perform Quality Assurance (QA) for and monitor the OPC event-based IMS developed by the Prime Contractor.
  • Provide support to the OPC PRO Business Manager: validating Shipbuilder EVM variance reports, using fact-finding, analytical and interpretive methodologies when Shipbuilder information is an insufficient indicator of actual or developing situations.
  • Identify and analyze difficulties that arise from conflicts among schedules or delays and propose several resolutions to continue to meet established program timelines/milestones.
  • Evaluate data submittals (CDRLs), engineering change proposals, and Requests for Waiver/Deviation for production impact. Generate Contract Correspondence (letters, reports) and submit for review by the COR.
  • Conduct production surveillance in Shipbuilder’s facilities and onboard the under-construction OPC cutter to assess and compare the status of actual production and the Shipbuilder submitted IMS.
  • Prepare narrative reports, trackers, lists, and spreadsheets as appropriate to document findings in accordance with standard EVM Center policy and processes.
  • Each Government Fiscal Year, create and update the USCG OPC PRO program plan by working with appropriate USCG PRO leadership, Task Leaders and supporting organizations and utilizing Primavera or MS Project Management software for EVM.
  • Provide notification of upcoming events and milestones within the schedule to the appropriate Project Lead in a manner to assist with adherence to said schedule.
  • Prepare scheduling materials (e.g. Gantt Charts, Tables, and Milestone Charts & Pictures) for Project reviews, ad-hoc scheduling reports, prepare and provide presentations, attend meetings and proactively seek out and coordinate schedule inputs from various stakeholders
  • Physical Abilities: Requires moderate walking and movement through an active shipyard and OPCs under construction. Employee shall provide and wear Personal Protective Equipment as required by standard industry practice when out in the shipyard.

Salary: The projected salary range for this position is $70,000-$100,000 and is based on experience and contractual requirements. However, this is not a guarantee of salary.
