THIS POSITION IS CONTINGENT UPON BID AWARD

The Program Manager will serve as the senior contractor leader responsible for overall performance of the WIC Overseas Program Support Services effort. This role provides enterprise-level leadership for contract execution, operational performance, staffing, financial controls, quality management, stakeholder coordination, deliverable reporting, and risk management across a geographically dispersed OCONUS program. This is an anticipated Key Personnel position. The selected candidate may be proposed as part of Chenega EH&F's bid and may be asked to provide a resume and signed letter of intent for proposal submission.


Responsibilities
  • Serve as the primary contractor Program Manager and principal point of contact for DHA program leadership, the Contracting Officer, Contracting Officer's Representative, and other Government stakeholders.
  • Lead day-to-day contract execution, including schedule management, risk management, communications, issue escalation, corrective actions, and performance accountability.
  • Maintain clear lines of authority across corporate, subcontractor, functional, regional, and site-level teams.
  • Support transition-in, transition-out, continuity of services, contingency operations, and other program readiness requirements.
  • Oversee program support operations for WIC Overseas offices and remote service locations across Europe, the Pacific, Central America, and other OCONUS areas.
  • Ensure effective staffing, onboarding, training, supervision, and retention of qualified personnel supporting WIC Overseas operations.
  • Support consistent delivery of participant services, including nutrition education, eligibility screening, appointment coordination, draft issuance support, and program outreach.
  • Coordinate operational readiness for facilities, supplies, equipment, site support, logistics, and participant-facing program activities.
  • Manage contract deliverables, including monthly progress reporting, participant reporting, financial reporting, audit support, quality reporting, and corrective action documentation.
  • Implement quality control processes that support timeliness, responsiveness, customer satisfaction, staffing coverage, and compliance with Government performance standards.
  • Oversee financial controls and reporting related to WIC Overseas drafts, banking coordination, Government funds accountability, internal audit support, and program expenditures.
  • Coordinate with IM/IT leadership to support Participant Information Management System (PIMS) operations, system availability, maintenance, enhancements, configuration management, and required compliance documentation.
  • Ensure personnel comply with applicable DoD/DHA onboarding, background investigation, CAC, cybersecurity, privacy, and OCONUS host-nation or installation requirements.

Qualifications
  • Bachelor's degree in healthcare administration, public health, business administration, program management, information systems, or a related field
  • Experience may be considered in lieu of education
  • Minimum eight (8) years of progressive program, project, or operations management experience in federal services, healthcare, public health, social services, military, or similarly complex environment. 

 

Preferred Qualifications

  • Master's degree in healthcare administration, public health, business administration, program management, information systems, or a related field
  • Project Management Professional (PMP), Program Management Professional (PgMP), or equivalent program management credential
  • Experience supporting DHA, TRICARE, Military Health System, DoD healthcare, WIC, nutrition assistance, public health, or family support programs
  • Experience serving as Key Personnel or Program Manager on a federal contract
  • Familiarity with PIMS or comparable participant/case management, eligibility, benefit issuance, financial reconciliation, or health program information systems
  • Knowledge of OCONUS logistics, SOFA considerations, host-nation coordination, military installation access, and contractor personnel onboarding in overseas environments
  • Experience managing subcontractors, team partners, or functional leads across operations, finance, IT, logistics, quality, and compliance workstreams

 

Knowledge, Skills and Abilities

  • Knowledge of overseas program management and experience overseeing programs with DoD or federal IT systems, system sustainment, cybersecurity, or software maintenance components.
  • Experience managing multi-site or geographically dispersed teams, preferably including OCONUS, international, military installation, or remote-site operations.
  • Experience managing federal contract performance requirements, deliverables, staffing plans, quality control processes, risk management, and customer/stakeholder communications.
  • Experience overseeing programs with financial reporting, audit, internal control, or Government-funds accountability requirements.
  • Possess strong written and verbal communication skills
  • Ability to brief senior stakeholders and prepare accurate executive-level reports.
  • Ability to obtain and maintain required background investigation, system access, and Common Access Card (CAC) eligibility, as determined by the Government.
  • Ability to comply with applicable DoD/DHA cybersecurity, privacy, records-management, CUI, PII, PHI, HIPAA, and contractor identification requirements.
  • Ability to travel domestically and internationally as required by the program.

  • Ability to push, pull, carry and lift objects weighing up to 20 pounds on a regular basis and more on an occasional basis
  • Ability to travel by plane and safely operate a motor vehicle
