Job Overview
The Occupational Safety Manager is responsible for developing, implementing, and managing comprehensive occupational safety and health programs that support compliance with applicable OSHA regulations, District of Columbia requirements, industry best practices, and Georgetown University policies. Reporting to the Director of Fire Prevention and Occupational Safety, the position serves as the University's subject-matter expert in occupational safety and provides leadership in hazard identification, risk assessment, incident prevention, regulatory compliance, and safety program development.
The Occupational Safety Manager oversees occupational safety initiatives for Planning and Facilities Management (PFM), including capital construction projects, small projects, maintenance operations, shops, and other University activities with occupational safety risks. The incumbent conducts inspections, audits, and assessments to identify hazards, evaluate compliance, and recommend corrective actions that reduce risk and promote a safe and healthy work environment for employees, contractors, students, and visitors.
The position works collaboratively with University departments, project managers, contractors, consultants, and other stakeholders to ensure the effective implementation of safety requirements across all phases of construction, renovation, maintenance, and operations. Responsibilities include reviewing contractor safety plans, conducting jobsite inspections, monitoring compliance with University safety standards, and recommending corrective actions when deficiencies are identified.
The Occupational Safety Manager develops, implements, and maintains occupational safety programs and written procedures, including but not limited to Lockout/Tagout (LOTO), Confined Space Entry, Fall Protection, Walking-Working Surfaces, Personal Protective Equipment (PPE), Hazard Communication, Ladder Safety, Contractor Safety, and other OSHA-required programs. The position is responsible for conducting program evaluations and ensuring compliance with regulatory requirements and industry best practices.
A significant responsibility of the position is to develop and deliver occupational safety training and awareness programs for University employees, supervisors, and contractors. The incumbent conducts classroom, field, and online training; develops educational materials; maintains training records; and promotes a proactive safety culture through engagement, communication, and continuous improvement initiatives.
The Occupational Safety Manager leads and supports investigations into occupational injuries, illnesses, near-misses, property damage incidents, and contractor-related events. Responsibilities include conducting root cause analyses, identifying contributing factors, developing corrective and preventive actions, tracking trends, and providing recommendations to reduce future risk.
The position manages the Planning and Facilities Management Personal Protective Equipment (PPE) Program, including hazard assessments, PPE selection, implementation, employee training, compliance monitoring, and program evaluation. The incumbent also develops safety performance metrics, analyzes injury and incident trends, prepares reports and recommendations for leadership, and supports strategic initiatives designed to improve overall occupational safety performance across the University.
The Occupational Safety Manager serves as a visible leader and advocate for workplace safety and is expected to foster collaboration, accountability, and continuous improvement in support of Georgetown University's commitment to providing a safe and healthy learning and working environment.
Work Interactions
This position reports directly to the Director of Fire Prevention and Occupational Safety and serves as an integral member of the Environmental Health and Safety (EH&S) team within the Office of Public Safety. The Occupational Safety Manager works collaboratively with Planning and Facilities Management personnel, contractors, project managers, supervisors, employees, and other University stakeholders to support Georgetown University's commitment to providing a safe and healthy learning and working environment.
The position provides technical consultation, regulatory guidance, training, and program support on occupational safety and health matters, including OSHA compliance, hazard identification, risk assessment, incident prevention, and safety program implementation. The incumbent serves as a trusted advisor to University leadership, departments, and project teams, helping identify workplace hazards, develop corrective actions, and implement effective risk mitigation strategies.
The Occupational Safety Manager routinely collaborates with contractors, consultants, regulatory agencies, and internal partners to ensure compliance with applicable safety regulations, University policies, and industry best practices. Through inspections, audits, training, incident investigations, and continuous engagement with stakeholders, the position promotes a proactive safety culture, strengthens organizational accountability, and supports the successful execution of University operations, maintenance activities, and capital construction projects in a safe, compliant, and environmentally responsible manner.

Requirements and Qualifications
Academic Level: Bachelor of Science degree in Occupational Safety, Safety Management, Construction Management, Industrial Hygiene, Environmental Health and Safety, Engineering, or a closely related field.
Practical Experience: Requires at least five (5) years of progressively responsible experience in occupational safety, safety program management, construction safety, industrial safety, environmental health and safety, or a related discipline. Experience supporting a complex campus, institutional, healthcare, government, or commercial environment is preferred.
Other Skills: Demonstrated knowledge of OSHA regulations, occupational safety principles, hazard identification, risk assessment methodologies, incident investigation techniques, and safety program implementation. Strong written and verbal communication skills with the ability to effectively interact with employees, supervisors, contractors, project managers, and senior leadership.
Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook. Experience using web-based reporting systems and inspection platforms.
Ability to conduct safety inspections, audits, training programs, incident investigations, root cause analyses, and develop corrective action plans. Ability to interpret and apply regulatory requirements, technical standards, and University policies in a practical and effective manner.
The incumbent is required to carry a smartphone and respond to inquiries as needed, including occasional off-hours support during emergencies, incident investigations, or other urgent operational needs.
Preferred Qualifications:
OSHA 30-Hour Construction Safety Certification
Construction Health and Safety Technician (CHST) certification
Experience developing and delivering occupational safety training programs
Experience conducting incident investigations and root cause analyses
Experience managing OSHA compliance programs, including Lockout/Tagout, Confined Space Entry, Fall Protection, Walking-Working Surfaces, and Personal Protective Equipment
Experience working in higher education institutions is preferred
