LAUKOA is seeking an Occupational Health Specialist to support a broad safety, occupational health, environmental, and laboratory-compliance program at Tyndall Air Force Base. The position evaluates complex hazards, performs risk assessments and inspections, interprets regulations, advises Government leads, reviews test plans and facility conditions, maintains the Chemical Hygiene Plan, and recommends controls or corrective actions.

• Job Description / Summary of Duties:
  • Perform a broad range of safety and occupational health duties; stay current on state and federal regulations; brief new employees on health and safety responsibilities, procedures, rules, and regulations
  • Determine compliance with occupational safety and health regulations and recommend modifications to eliminate or minimize hazards; advise government leads and safety representatives on controlling hazardous operating procedures
  • Evaluate complex, unconventional safety and occupational health problems; verify correct safety and protective equipment is available and in use; perform risk assessments of identified hazardous processes/conditions; take prompt action on unsafe acts or conditions; deliver continuing health and safety training
  • Investigate and report job-related health and safety problems; conduct internal inspections; respond to and investigate hazardous conditions or spills and provide mitigation/cleanup guidance consistent with the NCP and local plans
  • Provide technical support on safe work practices, fire protection/prevention, radiation safety, chemical waste management and spill response, emergency planning, and laboratory ventilation; review test plans and set-ups with customers; coordinate with installation bioenvironmental, health, safety, and environmental flights
  • Conduct periodic inspections and evaluations of high-risk activity programs, safety training, and emergency/disaster preparedness; conduct safety and occupational health surveys of facilities and equipment; document findings, prepare formal reports, and conduct follow-up inspections
  • Serve as ESOH coordinator/focal point; maintain and annually review/modify the AFCEC Chemical Hygiene Plan; provide technical guidance to correct EPA/Florida DEP/OSHA findings
  • Provide control and accountability of chemical bench stock in the Chem database; label and bar-code all HM/HW containers; identify, characterize, containerize, and store hazardous materials and waste including purge materials, unknowns, and high-hazard materials; conduct the physical inventory; control AFCEC-East chemical archive storage rooms
  • Establish and manage initial accumulation points (IAPs) with the TAFB HAZWASTE Manager; prepare for and support ECAMP inspections; act as intermediary between base environmental management, the TAFB hazardous waste contractor, and organizational IAPs; document weekly hazardous waste disposal data; order hazardous materials through the base HAZMAT Cell
  • Maintain, query, and report from the HM/HW databases and EESOH-MIS; recommend database upgrades; maintain historical records
  • Provide system safety support and remediate laboratory safety hazards with the ESOH Team
  • Attend EMS Cross-Functional Team, Quarterly ESOH Council, and Hazardous Materials Management Process Team meetings as a non-voting advisor to the AFCEC government safety representative

• Required Qualifications:
  • High school diploma and technical training equivalent to an Associate's degree (Associate's preferred)
  • Minimum 5 years' experience in Occupational Health
  • Able to perform routine calculations; proficient in computer use in performance of duties
  • Knowledge of laboratory policies and procedures
  • Working knowledge of OSHA (Public Law 91-596), EPA, Florida DEP, DoD, and AF ESOH standards; HAZWOPER/RCRA hazardous waste training as required
  • NACI; DoD CAC;
  • valid state driver's license;
  • U.S. person only
