Job description


Basic Function: This position serves as the highest level team member for reviewing, strategically responding to and designating necessary work groups to manage and execute contract administration for maximum sales. This includes ensuring the successful delivery of technical performance, adherence to schedule and budgetary constraints, and strict compliance with all applicable internal policies and external regulatory requirements and directives.

Contracts Administration:

  • Manages the analysis, review, and oversight of government and private contracts; collaborates with and provides guidance to the sales team responsible for this business; ensures leading edge and up to date knowledge of the government contracting climate;
  • Uses FARS and DFARS knowledge to serve as the primary lead ensuring contract requirements are understood and met by the team involved in managing customer relationships; directs others in their work related to the contract and/or corporate program.
  • Works with sales, engineering, operations, HR, IT, and other departments to understand internal processes and policies related to compliance requirements, holds self-responsible for maintaining up-to-date information from these groups.
  • Manages OCCโ€™s formal responses to contractual issues and customer inquiries โ€“ either working directly with the customer or involving/advising the lead salesperson as appropriate.
  • Manages OCCโ€™s customer portal access: maintains access, grants access to others as appropriate
  • Uses general business experience to review contracts for private customers.

Compliance

  • Maintains a constant pulse on OCC compliance practices and processes against the ever-changing contract requirements, especially in federal and defense contracting to avoid or predict non-compliance issues with advance notice.
  • Regularly communicates compliance changes to the leadership and sales team for them to make adjustments.
  • Effectively and efficiently manages the โ€œprocessโ€ of contract administration.
  • Understand the commonalities amongst contracts and supplier certifications to collect and manage an internal informational โ€œcatalogโ€ for OCC
  • Maintains calendars to ensure renewal certifications are proactively completed
  • Regular communication with sales to ensure compliance is managed alongside their goal of growing sales.

Job Scope:

  • Organizational Responsibility: This position is responsible for coordinating and providing direction and feedback to senior staff and functional managers across all facilities concerning technical programs, projects and compliance programs as well as developing or interpreting contractual agreements. The position requires extensive knowledge across a wide spectrum of corporate functions and activities as well as broad knowledge of specialized external requirements.
  • Communication: This position requires excellent written and verbal communication skills as well as the ability to facilitate and lead discussions on a variety of technical and management issues. The role includes writing technical specifications and procedures, contractual agreements, customer correspondence and presentations, and other such documents as are required to promote and achieve corporate goals.
  • Confidentiality: This role often involves dealing with delicate corporate issues that are highly sensitive and confidential.
  • Financial Responsibility: This role is responsible for planning and management of major corporate programs and projects including much of the defense related work, which comprises approximately 20% of the companyโ€™s annual revenue.
  • Judgment: The role requires a consistently high level of judgment due to the nature of the role. Errors in judgment could have a serious impact on critical customer relationships with long-term impact in revenue.
  • Compliance: The role has significant bearing for corporate compliance with federal acquisition regulations (FARs and DFARโ€™s) as well as other areas including Qualified Products List (QPL) for military products, and ISO-9001 Quality Management System (QMS) requirements.
  • Travel: The role requires some travel to other OCC facilities, suppliers / test facilities and customer facilities. Travel times can range from overnight to several weeks duration.

Minimum Qualifications Required:

Education: Bachelor degree in Business Administration, Contracts Management, Supply Chain or related fields. Master Degree in Business Administration or equivalent experience preferred.

Experience: This role requires a minimum of 4-6 years of experience on the following subject matters:

  • FARS and DFARS
  • CMMC and NIST-800 (in order to provide support to the IT team member managing CMMC compliance)
  • Contracts review, analysis and oversight (government and private)
  • Non-Disclosure Agreements

Licensure, Certification and/or Registration: Project Management Professional (PMP), Certified Federal Contracts Manager (CFCM) or other applicable certification preferred

Other Minimum Qualifications: This role requires a high level of proficiency with MS Office applications (Word, Excel and PowerPoint) as well as expert level proficiency with MS Project.

Essential Skills, Abilities & Knowledge: This role requires a high degree of written and verbal communication skills along with the ability to effectively form and lead project teams of highly skilled and strong willed technical and management personnel in a matrix organization. This role also requires the ability to develop and communicate complex project plans that accurately reflect both requirements and processes and convey project status to stake holders in a clear and succinct manner. The role also requires the ability to foresee and eliminate or minimize risk and/or develop and implement effective solutions to difficult and complex problems. This role operates with minimal or no supervision, but must be able to seek out and/or discern useful guidance from various stakeholders.

Working Conditions: This role is predominantly office based and requires extended periods of managing multiple tasks concurrently and being able to accommodate and respond to unplanned high priority tasks at a momentโ€™s notice. The role requires significant computer work, but also requires work in both production and test laboratory areas as well as customer and supplier facilities, requiring an understanding of basic safety procedures.
