Job description
The Nuclear Material Accountability Engineer supports Standard Nuclear's Nuclear Material Control & Accountability (NMC&A) Program across nuclear fuel manufacturing, laboratory, storage, material handling, and shipping/receiving activities. This role ensures nuclear material is accurately identified, measured, tracked, controlled, reconciled, and reported in accordance with approved procedures and applicable DOE, contractual, and facility requirements.
The position serves as a qualified Material Balance Area Coordinator (MBAC) for one or more assigned Material Balance Areas (MBAs) and supports day-to-day accountability activities including material transactions, physical inventories, material movements, measurement data review, tamper-indicating device (TID) controls, discrepancy resolution, records, and reporting.
This role works closely with Operations, Quality, Security, Radiation Protection / ES&H, Shipping and Receiving, Engineering, and NMC&A leadership. It requires strong analytical judgment, exceptional attention to detail, disciplined recordkeeping, and the ability to independently recognize, investigate, and escalate nuclear material discrepancies.
RESPONSIBILITIES
Nuclear Material Control & Accountability
- Serve as the designated and qualified MBAC for one or more assigned Material Balance Areas
- Maintain accurate nuclear material location, quantity, material form, status, and identification information within assigned MBAs
- Verify receipts, transfers, movements, process transactions, and inventory changes are properly authorized and documented
- Support material balance calculations, inventory reconciliation, and investigation of inventory differences or discrepancies
- Review nuclear material transactions and records for completeness and accuracy before entry or submission to applicable accountability systems
- Coordinate and support periodic physical inventories of nuclear material within assigned MBAs
- Verify material identification, location, quantity, container status, and TID information during inventory activities
- Support inventory preparation, inventory freeze activities, counts, reconciliation, and closeout
- Investigate and document discrepancies identified during inventories
- Support independent verification, assessments, and audit activities associated with physical inventories
Material Movements & Transfers
- Coordinate and document nuclear material movements within and between MBAs and verify required authorization before transfers occur
- Confirm material identity, quantity, container identification, source and destination, and required documentation before transfers are completed
- Coordinate with Operations, Shipping and Receiving, Security, Radiation Protection, and NMC&A personnel for nuclear material movements
- Support preparation and verification of documentation associated with off-site receipts and shipments
- Ensure material movements comply with applicable access-control, two-person, TID, and material-control requirements
Measurement & Data Integrity
- Support implementation of nuclear material measurement and measurement-control requirements
- Review measurement data used for nuclear material accountability for completeness, traceability, and appropriate application
- Coordinate with technical personnel to resolve measurement anomalies, data-quality issues, and material-accounting discrepancies
- Support development and maintenance of material accountability data, reports, and performance indicators
- Maintain accurate, defensible electronic records using spreadsheets, databases, inventory tools, and material-accountability systems
Safeguards, TID & Material Controls
- Apply, verify, document, and control tamper-indicating devices in accordance with approved procedures and qualification requirements
- Maintain accurate records of TID numbers, application, removal, replacement, and status
- Verify container integrity and required material-control measures during routine activities
- Immediately report evidence of tampering, missing material, unauthorized movement, broken or unexpected TIDs, or other safeguards concerns
- Stop or suspend a nuclear material activity when required controls, authorizations, or documentation are not in place
Program Support & Compliance
- Perform assigned activities in accordance with the Standard Nuclear NMC&A Program and implementing procedures
- Support compliance with applicable DOE, contractual, and facility-specific nuclear material control and accountability requirements
- Participate in NMC&A assessments, surveillances, audits, investigations, corrective-action activities, and continuous-improvement initiatives
- Assist with development and revision of NMC&A procedures, forms, work instructions, training materials, and qualification documents
- Support required nuclear material reports and transactions, including NMMSS-related activities, as assigned
PREFERRED QUALIFICATIONS
- Bachelor's degree in Engineering, Nuclear Engineering, Nuclear Technology, Science, Mathematics, or a related technical discipline; equivalent relevant nuclear-industry experience may be considered based on position level
- Experience in nuclear operations, nuclear material accountability, safeguards, inventory control, regulated manufacturing, or another highly controlled technical environment
- Previous experience with DOE Nuclear Material Control & Accountability programs preferred
- Experience serving as an MBAC, MBA Custodian, nuclear material representative, material control specialist, or similar role preferred
- Experience with special nuclear material (SNM), enriched uranium, or nuclear fuel manufacturing preferred
- Working knowledge of Material Balance Areas, material balances, physical inventories, inventory differences, and nuclear material transaction records
- Experience with nuclear material measurement, measurement-control programs, TID programs, and controlled nuclear material movements
- Familiarity with DOE safeguards and security requirements, NMMSS, and/or other nuclear material accountability databases
- Experience working within an NQA-1 or comparable nuclear quality assurance environment preferred
- Strong analytical, recordkeeping, and technical writing skills with the ability to identify and resolve discrepancies in material, measurements, documentation, and records
- Proficiency with electronic records, spreadsheets, databases, and inventory or material-accountability systems
- Ability to obtain and maintain all facility-specific training, qualification, access, and security requirements applicable to the position, including formal MBAC qualification before independently performing designated activities
