Jaquith Consulting Group is seeking a detail-oriented and experienced Roadway, Bridge and Guideway Engineer to provide construction inspection and quality assurance support for roadway, bridge, guideway, and related structural elements associated with the California High-Speed Rail (CAHSR) Project.
About the Role
The Roadway, Bridge and Guideway Inspector monitors the physical plant to ensure accordance with approved plans, specifications, contract requirements, applicable codes, and safety standards. This position serves as the representative in the field by documenting facilities, identifying non-conforming elements, and coordinating with project engineers, contractors, and construction management staff to support the successful maintenance of the California High-Speed Rail infrastructure.
Key Responsibilities
  • Perform daily inspection of bridge, guideway, elevated structures, retaining walls, foundations, and related civil infrastructure to verify compliance with approved plans, specifications, and contract requirements.
  • Monitor contractor activities involving structural concrete, reinforcing steel, prestressed and post-tensioned systems, structural steel erection, bearings, expansion joints, precast elements, falsework, and shoring operations.
  • Verify that construction materials, workmanship, testing, and installation procedures conform to project quality requirements and applicable industry standards.
  • Review contractor inspection and testing reports, material certifications, concrete placement records, and quality control documentation for accuracy and completeness.
  • Document daily construction activities, inspection findings, deficiencies, field observations, photographs, and project progress using electronic reporting systems.
  • Identify non-conforming work and coordinate corrective actions with contractors, Resident Engineers, Quality Assurance staff, and project management.
  • Witness and document field testing, material sampling, structural load testing, and acceptance testing activities as required.
  • Coordinate inspections with specialty inspectors, survey personnel, utility representatives, railroad operations, and other project stakeholders.
  • Verify implementation of approved traffic control, environmental compliance, and construction safety requirements within inspection areas.
  • Participate in project meetings, constructability reviews, and field coordination meetings to resolve technical and construction issues.
  • Assist with preparation of punch lists, substantial completion inspections, final acceptance documentation, and record verification.
  • Perform other construction inspection duties as assigned in support of the CAHSR construction program.
Required Qualifications
  • Bachelor's degree in Civil Engineering, Civil Engineering Technology, Construction Management, Engineering Technology, or a closely related field and a minimum of five (5) years of relevant bridge, guideway, railroad, or heavy civil construction inspection experience; or, in lieu of a degree, nine (9) years of relevant bridge, guideway, railroad, or heavy civil construction inspection experience.
  • Working knowledge of bridge, guideway, railroad, and heavy civil construction methods, structural systems, engineering plans, specifications, and contract documents.
  • Experience performing construction inspections and documenting inspection activities through detailed field reports and daily inspection records.
  • Ability to interpret structural drawings, shop drawings, construction specifications, and inspection procedures.
  • Knowledge of quality assurance/quality control (QA/QC) principles and construction inspection practices.
  • Strong verbal and written communication skills with the ability to coordinate effectively with contractors, engineers, construction management staff, and project stakeholders.
  • Proficiency with Microsoft Office Suite and electronic construction management/documentation software.
Preferred Qualifications
  • Seven (7) or more years of bridge, guideway, or railroad construction inspection experience on large transportation infrastructure projects.
  • Experience on California High-Speed Rail, commuter rail, freight rail, transit, highway, or major bridge construction projects.
  • Certifications such as ACI Concrete Field Testing Technician Grade I, ICC Reinforced Concrete Special Inspector, AWS Certified Welding Inspector (CWI), or equivalent structural inspection certifications.
  • Caltrans Construction Inspection experience and familiarity with Caltrans Standard Specifications and Bridge Construction Records and Procedures.
  • Knowledge of AREMA, AASHTO, Caltrans, and applicable railroad bridge design and construction standards.
  • OSHA 30-Hour Construction Safety certification.
  • Experience utilizing electronic construction management systems such as Procore, Primavera Unifier, FieldManager, or similar platforms.
  • Valid California driver's license with the ability to travel between active construction sites.
Knowledge, Skills & Abilities
  • Knowledge of bridge, guideway, railroad, and heavy civil construction methods, materials, and structural systems.
  • Knowledge of quality assurance/quality control (QA/QC) principles and construction inspection practices.
  • Skill in inspecting structural concrete, reinforcing steel, post-tensioning, structural steel erection, falsework, and related work for conformance with plans and specifications.
  • Ability to read and interpret structural drawings, shop drawings, construction specifications, and inspection procedures.
  • Skill in documenting inspections accurately through detailed daily reports, field observations, photographs, and electronic reporting systems.
  • Ability to identify non-conforming work and coordinate timely corrective actions with contractors and project staff.
  • Ability to witness and document field, material, and acceptance testing in accordance with project requirements.
  • Ability to communicate and coordinate effectively with contractors, engineers, and construction management staff in a field environment.
Working Conditions
