Responsible for gathering, compiling, and maintaining information pertaining to stormwater, water, sewer, pressurized irrigation, streets, and sidewalk programs using Geographic Information Systems (GIS), Global Positioning Systems (GPS), Computer Aided Design (CAD), and various computer programs.

FUNCTIONS AND DUTIES

  • Performs a variety of technical duties related to the development or creation of asset management, digitized maps, and recordation through geographic information systems (GIS) using a variety of computer program applications.
  • Inspects Public Works infrastructure, which may involve walking over uneven terrain or crawling in and out of trenches.
  • Oversees and participates in gathering GPS data for a GIS program. Assists in the evaluation of software programs and solutions.
  • Assists with Public Works utility locating and marking.
  • Adds new data and manipulates existing data in multiple work files. Applies standards, procedures, commands, and data dictionary terminology. Performs basic computer coding.
  • Attends meetings, maintains records, and prepares and submits reports orally or in writing.
  • Oversees compliance with governmental regulations and monitors and enforces environmental laws.
  • Resolve conflicts with contractors, businesses, and the public.
  • Makes presentations to a wide variety of audiences.
  • Performs maintenance responsibilities as needed.
  • Supervises and trains full-time and part-time employees as required.
  • Operates computers, GPS equipment, smart devices, and various software programs.
  • Drives and operates a variety of vehicles and equipment.
  • Provides assistance to others in person, in email, and on the telephone.
  • Performs duties that may include physical effort such as lifting, bending, stooping, walking, and prolonged sitting at a desk.
  • Deals appropriately with people in situations that may, at times, become confrontational, stressful, or uncomfortable.
  • Manages numerous tasks and assignments at a time with frequent interruptions.
  • Work may require exposure to stressful circumstances, including meeting deadlines, other stressful work conditions, and contact with the public or other employees in negative situations.
  • Resolves a variety of problems dealing with the management of GIS information and with the inspection and recordation of water, sewer, stormwater, or pavement systems.
  • Uses discretion within established codes, regulations, department and city policies, and engineering principles.
  • Works closely with supervisors, other employees, contractors, business owners, and the public.
  • Responsible for keeping up to date with technology and current practices in the field.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education / Experience:

  • Requires graduation from a four-year college or university with major course work in Engineering, Geographic Information Systems, or related field. Equivalent experience may substitute for education.

Special Qualifications:

  • Must possess a valid Utah Driver's License.
  • Occasionally may require work before or after regular business hours and work on weekends.

Skills/Abilities:

  • Knowledge of field engineering principles and construction practices applied to public works infrastructure projects.
  • Knowledge of the principles, practices, and procedures involved in the operation and maintenance of water, sewer, irrigation, stormwater, pavement, concrete, and other City owned assets.
  • Knowledge of computer spreadsheets, asset management, databases, GIS/CAD programs (ESRI), SCADA, radio, and GPS systems.
  • Some understanding of construction materials and specifications used in the construction and maintenance of the assigned responsibility.
  • Some understanding in the proper application of the MUTCD, ATSSA Work Zone Safety guidelines, and OSHA.
  • Ability to establish and maintain appropriate records and reports.
  • Ability to use mathematical data in the analysis of assigned projects.
  • Ability to prioritize needs and maintain effective working relationships with supervisors, other employees, and the public.
  • Skill in written and oral communications and in the operation of a computer and its various programs.
