Noblis is seeking experienced professionals to support the navy's large enterprise networks. These roles will support critical engineering, technical, and programmatic efforts in alignment with PEO Digital, PMW 205, and NIWC Pacific requirements. Team members will work on the design, development, implementation, and sustainment of Navy IT systems, including modernization efforts such as cloud infrastructure and network convergence. Positions require collaboration with government and contractor personnel in a dynamic environment with both CONUS and OCONUS responsibilities.
Noblis is seeking a Project Manager, NEN to support the Navy's enterprise networks by managing key technical, operational, and contractual objectives. This position requires a seasoned leader capable of overseeing project teams, coordinating with Navy stakeholders, and ensuring successful implementation of PEO Digital and PMW 205 modernization initiatives.
This is an on-site position in San Diego.
Key Responsibilities:
- Manage assigned aspects of contract performance, ensuring alignment with the Navy's Large Enterprise Network goals.
- Serve as a primary liaison between project teams and government stakeholders, including PEO Digital, PMW 205, and NIWC Pacific.
- Develop and oversee project plans, schedules, budgets, and risk mitigation strategies to ensure timely and cost-effective execution.
- Direct teams in implementing engineering, technical, and sustainment activities supporting Navy IT modernization, including Zero Trust, Cloud, and Network Convergence efforts.
- Ensure compliance with contract deliverables, performance standards, and reporting requirements.
- Lead and mentor project staff, fostering collaboration and professional development.
- Identify and implement process improvements to enhance efficiency and project effectiveness.
Required Qualifications
  • Bachelor's degree in Engineering, Physical Sciences, Mathematics, MIS, or Business.
  • 10+ years of direct work experience managing C4ISR or similar DoD projects.
  • Prior experience leading teams or managing staff
  • Strong leadership, strategic planning, and organizational abilities.
  • Experience with Federal Acquisition Regulations (FAR) and DoD procurement policies.
  • Ability to communicate effectively with senior government and contractor personnel.
  • Familiarity with The Navy's Large Enterprise Networks, NMCI, ONE-NET, or similar IT programs.
  • US citizen
  • Secret clearance

Desired Qualifications
  • PMP certification or DAWIA Level 2-3 in Program Management (preferred).
  • Experience managing large engineering and sustainment projects within a DoD environment.
  • Knowledge of cybersecurity compliance frameworks and cloud modernization strategies.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
