Reservists are typically activated for disaster events, emergency exercises, planning projects, and surge support requirements. Candidates should be prepared to deploy with limited notice, work flexible schedules that may include evenings, weekends, and holidays, and support incident operations in dynamic and fast-paced environments.
About On-Call Employment with ICF
Due to the seasonal or project-specific nature of our disaster and emergency management work, ICF hires professionals as "On-Call" employees. On-Call employees are scheduled for work as it becomes available, with the freedom to accept or decline assignments. Individuals may work on concurrent projects outside of their ICF assignments, provided there is no conflict of interest.
Key Responsibilities
• Support the ordering, tracking, deployment, and accountability of personnel, equipment, supplies, and other resources, including monitoring resource utilization, identifying shortages, and maintaining situational awareness of operational needs.
• Coordinate logistics activities that support emergency response and recovery operations, including transportation, facilities, communications, equipment, responder sustainment, lodging, and food services.
• Support Emergency Operations Center (EOC) activations, operational briefings, planning meetings, and incident management activities while assisting with documentation, reporting, and information sharing.
• Coordinate with Operations, Planning, Finance & Administration, Command Staff, vendors, contractors, and partner organizations to support incident objectives and operational priorities.
• Assist with the establishment and operation of emergency management facilities, ensuring workspace, communications, equipment, technology, and support services meet mission requirements.
• Support deployment readiness, disaster recovery operations, resource planning, operational transitions, and logistical requirements for field teams and stakeholders.
• Apply National Incident Management System (NIMS) and Incident Command System (ICS) principles in support of emergency response and recovery operations.

Minimum Qualifications
Candidates must possess qualifications commonly applicable across FEMA Logistics Section Chief and Services Branch positions.
• 3+ years of professional experience in logistics, emergency management, disaster response, supply chain operations, military logistics, public sector operations, facilities management, transportation coordination, or a related field.
• 2+ years of professional experience actual response in incident management, emergency operations, or emergency logistic functions.
• 2+ years of professional experience coordinating resources, personnel, equipment, facilities or operational support in logistics supply and services.
• 2+ years of professional experience producing reports, plans, briefings, documentation, or decision-support products.
• Completion of FEMA/NIMS ICS courses: 100, 200, 700, 800.
• Must have a valid U.S. driver's license and successfully pass a Motor Vehicle Records (MVR) check.
• Must be willing and able to travel, both flight and vehicle, with short notice; inclusive of deployment nationally, hours including evenings and weekends in rapidly changing operational environments.
Preferred Qualifications (these will set candidates apart)
• Bachelor's degree in Emergency Management, Logistics, Supply Chain Management, Public Administration, Homeland Security or a related field; or equivalent combination of education and experience.
• Experience working within an Emergency Operations Center or similar environment.
• Experience in supporting large-scale resource coordination efforts for services and supplies, especially as in the ICS Logistics Section.
• Experience working with logistics software, resources tracking systems or inventory management platforms.
• Experience working with federal, state, tribal territorial or local government partners.
• Completion of FEMA/NIMS ICS courses: 300, 400.
• Logistics Section Chief level role: Deployment experience in the PSC role and ICS Training, including E/G/L 0191 and E/L 0967, Type 1-3 experience.
