We are currently seeking a Program Manager to join our team in Arlington, Virginia (US-VA), United States (US).
Job Summary:
We are seeking an experienced Program Manager to lead a large, complex enterprise IT engineering and operations support program within a highly secure, mission-driven federal environment. This individual will serve as the single point of contact for government leadership, providing strategic oversight, operational direction, and disciplined program governance across multiple technical task areas including engineering, cloud, network, and operations. The Program Manager will be responsible for ensuring high-quality performance, schedule adherence, risk mitigation, and continuous improvement across all aspects of program execution.
Job Duties:
  • Serve as the primary point of contact for the Contracting Officer's Representative (COR) and senior government stakeholders
  • Provide overall leadership and management across all contract task areas
  • Oversee performance tracking, quality control, risk management, invoicing, staffing, and subcontractor coordination
  • Lead weekly and monthly reporting, including preparation and delivery of Weekly Status Reports (WSRs) and Program Management Reviews (PMRs)
  • Ensure compliance with contractual requirements, security policies, and enterprise governance standards
  • Develop and maintain program-level documentation including project plans, staffing plans, and quality control plans
  • Coordinate project schedules, track milestones, and manage interdependencies across technical teams
  • Identify program risks and develop mitigation strategies to ensure successful execution
  • Ensure effective transition of engineered capabilities into operations and sustainment environments
  • Foster collaboration between engineering and operations teams to drive continuous improvement
  • Maintain availability during standard business hours (0800-1600 ET, Monday-Friday) and respond to urgent issues within required timeframes

Basic Qualifications:
  • Project Management Professional (PMP) certification
  • ITIL v4 Foundation certification (or higher)
  • 10 years of experience in IT program management
  • 5 years of experience supporting federal environments
  • Bachelor's degree in management, computer science, information systems, or a related field.
    • 10 additional years of network engineering and design experience required in lieu of a degree.
  • Active Secret clearance

Preferred Qualifications:
  • Demonstrated experience managing enterprise IT programs involving network, cloud, infrastructure, or systems engineering
  • Experience applying Agile and Scrum methodologies in a federal or enterprise IT environment
  • Proven ability to manage cross-functional technical teams and multiple concurrent workstreams
  • Experience leading programs with structured reporting, risk management, and quality assurance processes
  • Experience managing large, multi-year federal IT contracts
  • Experience within highly regulated or classified environments
  • Familiarity with enterprise architecture frameworks and IT modernization initiatives
  • Experience supporting cloud migration and hybrid infrastructure environments
  • Strong executive-level briefing and communication skills
  • Demonstrated success driving process improvement and operational efficiencies

NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this role is $117,232 - $195,388. Actual compensation will depend on a number of factors, including the candidate's relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance. If the position offered in temporary, the position will not be eligible for incentive compensation. This position is eligible for company benefits including medical, dental, and vision insurance with an employer contribution, flexible spending or health savings account, life and AD&D insurance, short and long term disability coverage, paid time off, employee assistance, participation in a 401k program with company match, and additional voluntary or legally-required benefits.
