Job description

Meta's Network Investments team is responsible for the strategic planning, commercial development, and delivery of one of the world's largest and fastest-growing fiber optic backbone networks. We partner with telecommunications providers and infrastructure vendors to design, source, and deploy critical network capacity that powers Meta's family of applications and AI infrastructure.We are seeking a Network Development Manager (NDM) to support the commercial development and delivery of fiber network capacity across the North American production environment. In this role, you will manage provider engagements, coordinate fiber route development, support contract execution, and track delivery milestones — working closely with experienced NDMs and cross-functional partners to ensure Meta's network capacity keeps pace with demand growth.
Network Development Manager Responsibilities:
  • Manage day-to-day relationships with assigned telecommunications providers, coordinating on order submissions, delivery schedules, issue resolution, and performance tracking
  • Support the identification and evaluation of new fiber routes and capacity solutions, partnering with Network Planning and engineering teams to gather requirements and assess feasibility of proposed routes
  • Support contract negotiations and commercial processes for fiber IRU agreements, dark fiber leases, and related infrastructure contracts, preparing analyses and business cases to inform negotiation strategy
  • Collaborate with Network Implementation Engineering (NIE), Network Planning, Finance, Legal, Sourcing, and Data Center teams to align delivery schedules and ensure clean handoffs from development through implementation
  • Track provider delivery against contractual milestones and SLAs, identifying emerging risks to timeline or budget and escalating with proposed mitigation options
  • Maintain project tracking systems and reporting to provide visibility into delivery status and provider performance, working with internal tools to ensure accurate and complete network data
  • Identify opportunities to streamline workflows and improve operational efficiency, contributing to documentation of best practices and standard operating procedures

Minimum Qualifications:
  • 2+ years of experience in network development, telecommunications, fiber optic infrastructure, or a related field (commercial, technical, or project management roles)
  • Experience managing vendor or provider relationships in a telecommunications or infrastructure context
  • Experience with fiber optic network concepts including route design, IRU/lease structures, and delivery lifecycle
  • Experience prioritizing competing projects based on impact, deadlines, and stakeholder needs
  • Experience communicating project status, risks, and recommendations to technical and non-technical audiences
  • Experience with data analysis and working with spreadsheets

Preferred Qualifications:
  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
  • Experience at a hyperscale technology company, major telecommunications carrier, or infrastructure provider
  • Experience with data analysis tools, dashboards, or automation
  • Experience with contract management including IRU agreements, MSAs, and SLAs
  • Experience with backbone/long-haul fiber networks or metro fiber infrastructure
  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
