Job description

R.J. Burnside & Associates Limited (Burnside) is seeking a knowledgeable, resultsdriven, and enthusiastic Professional Engineer to join our Municipal Transportation Planning team as Manager, Road Asset Planning. This is a fantastic opportunity to lead innovative projects that shape Ontario’s roadway infrastructure while mentoring a dynamic team of transportation planners and engineers.

Burnside’s Road Needs and Asset Management teams provide strategic advisory services to municipalities across Ontario. We help communities establish, manage, and operate transportation networks by applying stateoftheart technology and innovative analysis. With your expertise in roadway infrastructure planning, design, and maintenance, you will guide and support planning, design, and construction activities across a variety of municipal projects.

This role offers the chance to make a lasting impact by advancing Burnside’s transportation planning and traffic services across Ontario.

What You’ll Do

Reporting to the Vice President - Municipal Transportation Planning, the primary responsibilities of this position include:

  • Develop and implement road needs studies and asset management plans.
  • Prepare recommendations for prioritized strategic maintenance and capital project programs, using historical data, condition assessments, replacement costs, and asset management best practices.

  • Oversee data management — collection, storage, and analysis of road asset information (pavement types, condition, maintenance history).

  • Analyze road network performance to identify areas of concern and optimize efficiency.

  • Design maintenance and rehabilitation strategies, determining costeffective approaches that balance funding, resources, and environmental impact.

  • Develop budgets for road asset maintenance, rehabilitation, and upgrades to maximize return on investment.

  • Supervise and mentor engineers, technicians, and other professionals involved in road asset management.

  • Stay current with industry trends, technologies, and methodologies, continuously improving practices and collaborating with sector leaders.

  • Provide project leadership on roadway maintenance proposals and projects.

  • Lead and participate in client meetings, building strong relationships and delivering clear, professional communication.

  • Engage in business development for transportation planning and traffic engineering projects.

  • Ensure timely and efficient delivery of projects, meeting client expectations and organizational goals.

What You Bring

  • Professional Engineer (P.Eng.) designation in Ontario, or eligibility for licensing.
  • 10+ years in transportation planning and traffic engineering, with a track record of successful project management.
  • Experience mentoring and guiding staff, fostering collaboration, and building strong teams.
  • Exceptional written and oral communication, with proven ability to build client and stakeholder relationships.
  • Strong organizational and problemsolving skills, with the ability to interpret complex data and make strategic recommendations.

  • Skilled in Microsoft Office Suite and comfortable working across multiple projects concurrently.

  • Ability to thrive in a fastpaced, innovative environment and manage competing priorities.

  • A valid Ontario driver’s license and vehicle, ensuring flexibility to meet client and project needs.
