Senior Network & Cloud Architect – VA EHRM

Location: Washington, DC | Hybrid
Employment Type: Full Time

About the Role

Emerging Tech is seeking a Network & Infrastructure Architect/Engineer to support the U.S. Department of Veterans Affairs EHRM SISS program. This is a hands-on role focused on cloud and network architecture, infrastructure, observability, security, and healthcare IT integrations.

The ideal candidate will have direct VA EHRM experience, strong OCI networking expertise, and experience supporting complex healthcare IT environments.

Responsibilities
  • Design, implement, and maintain OCI network infrastructure, including VCNs, subnets, gateways, DRG, peering, NSGs, and flow logs.
  • Support secure and reliable connectivity between OCI and on-premises environments.
  • Develop network architecture diagrams, address plans, infrastructure documentation, and Visio network maps.
  • Implement and manage logging, monitoring, dashboards, alarms, and telemetry across cloud, network, application, and security environments.
  • Utilize OCI Logging, Splunk, CrowdStrike Falcon, Grafana, Prometheus, and related observability tools.
  • Monitor and troubleshoot HL7/FHIR interfaces and integration environments.
  • Support Zero Trust, IAM, and security controls aligned with NIST and CISA frameworks.
  • Analyze network issues and recommend solutions to improve performance, resiliency, and redundancy.
  • Support go-live activities, ongoing operations, technical documentation, and infrastructure planning.
  • Collaborate with interface, infrastructure, cybersecurity, identity, and program teams.
Required Qualifications
  • Bachelor’s degree in a STEM field such as Computer Science, Information Technology, Computer Engineering, Cybersecurity, Network Engineering, or a related discipline.
  • 8–12+ years of network, infrastructure, or network architecture experience.
  • 5+ years of hands-on cloud networking experience.
  • Hands-on Oracle Cloud Infrastructure (OCI) experience, including VCNs, subnets, gateways, DRG, NSGs, and flow logs.
  • Direct experience supporting the VA EHRM program or EHRM-related environments.
  • Healthcare IT experience with HL7 v2, FHIR, interface engines, and enterprise EHR platforms such as Oracle Health, Cerner, or Epic.
  • Hands-on experience with Splunk and OCI Logging.
  • Experience with security and infrastructure telemetry, including CrowdStrike Falcon or similar platforms.
  • Knowledge of Zero Trust, IAM, NIST SP 800-207, and NIST SP 800-53.
  • Strong technical documentation and network diagramming skills.
  • Ability to obtain and maintain a VA Public Trust clearance.
Preferred Qualifications
  • Experience with OpenTelemetry, Grafana, Prometheus, or OCI observability tools.
  • Experience with CISA Zero Trust Maturity Model (ZTMM) v2.0.
  • OCI Architect, CISSP, CCSP, CISA, AWS, or Azure certifications.
  • Federal healthcare or other highly regulated environment experience.
